Job summary

Personal Assistance Services Of Colorado (PASCO) seeks an Associate Director, Unskilled Services to drive execution of the Director’s strategy for Community First Choice programs, including Personal Care, Homemaker, and In-Home Support Services.

This role translates strategic direction into operational plans, oversees program leadership, ensures policy adherence, and monitors performance and compliance to support members living independently with safety and meaningful community living.

Qualifications

• At least 5+ years of supervisory or management experience in waiver services, case management, or human services.
• At least 3 years of experience leading managers or large distributed teams.
• Extensive knowledge of Colorado CFC services and regulatory requirements.

Responsibilities

• Supervise and develop program managers; maintain accountability.
• Foster accountability and continuous learning aligned with PASCO values.
• Coach staff on training and policies; manage escalations.
• Provide coverage during staffing gaps.
• Translate policy changes into procedures and training.
• Establish workflows, service-delivery processes, and documentation standards.
• Support coordinators with complex cases and escalations.
• Lead department changes with clear timelines.
• Monitor compliance with state and federal regulations and HIPAA.
• Collaborate with compliance and record-keeping teams to maintain integrity.
• Act as SME for waiver regulations and service requirements.
• Coordinate internal audits and corrective-action plans.
• Facilitate team meetings and case reviews.
• Lead discussions on compliance trends and process improvements.
• Ensure consistent messaging across teams.
• Collaborate with Intake, Scheduling, HR, Medical Records, and others.
• Escalate systemic barriers and drive process improvements.
