Job summary

IEHP is seeking an Associate Counsel to deliver legal research and advice supporting operational, regulatory, and compliance goals. The role partners with departments to understand issues with legal and business impact, requiring sound judgment and adaptability in a fast-paced setting.

Ideal candidates will have 5+ years of attorney experience, CA Bar licensure, and familiarity with HIPAA/HITECH and health plan regulation, with prior in-house or public entity exposure preferred.

Qualifications

  • Five plus (5+) years or more of legal practice or in-house experience as an attorney required.
  • HIPAA/HITECH regulations and Federal and California privacy laws experience required.
  • Litigation experience strongly preferred.
  • Experience with Compliance, Regulatory Affairs or similar groups helpful.
  • In-house experience at a public entity, managed care organization or health system preferred.
  • J.D. from ABA-accredited law school required and active CA Bar license.

Responsibilities

  • Provide legal research and advice to support the organization’s operational, legal, compliance and regulatory goals.
  • Engage with departments to understand issues with legal and business impact.
  • Demonstrate sound judgment and adaptability in a fast-paced environment.
  • Support quality goals including HEDIS, CAHPS, and NCQA Accreditation.

Under the direction of Legal Department leadership, the Associate Counsel will be responsible for legal research and advice to support the organization’s operational, legal, compliance and regulatory goals. The Associate Counsel is a business partner, engaging with departments to understand their issues that may have both legal and business impacts. The position requires the ability to demonstrate sound judgment, organizational skills and adaptability to a fast-paced work environment. Education & Requirements
  • Five plus (5+) years or more of legal practice or in-house experience as an attorney required
  • Experience with HIPAA HITECH regulations and Federal and California privacy laws and regulations
  • Litigation experience is strongly preferred
  • The ideal candidate will have experience with other cross functional areas such as Compliance, Regulatory Affairs or similar groups
  • The ideal candidate will have prior in-house experience in a public entity, managed care organization or health system
  • Juris Doctorate (J.D.) from an American Bar Association accredited law school required
  • Possession of an active, unrestricted, and unencumbered license to practice law from the State Bar of California required
Key Qualifications
  • Must have a valid California Driver’s license and valid automobile insurance
  • Must qualify and maintain driving record to drive company vehicles based on IEHP insurance standards of no more than three (3) points
  • Understanding and knowledge in the following areas:
    • Federal, state and local laws and regulations applicable to public entities in California.
    • All phases of litigation, regulatory actions and alternative dispute resolution (ADR) and litigation strategy in California and Federal courts and/or arbitration
    • Health plan licensing, regulatory compliance, managed care operations, and provider and government contracts
    • HIPAA HITECH regulations and Federal and California privacy laws and regulations
  • Excellent communication and interpersonal skills with a high degree of professionalism, maturity, discretion and integrity in dealing with individuals at all levels in the organization, particularly with executive leadership. Excellent organizational, analytical and problem-solving skills
  • Strong legal research skills, including proficiency with Lexis Nexis or Westlaw
  • Proven ability to:
    • Provide superior legal advice and counsel to the organization regarding complex issues.
    • Communicate effectively orally, by phone, in person and in writing with leadership, internal teams and external partners and counsel
    • Manage multiple demands, respond effectively within tight deadlines
    • Exercise good judgment in handling sensitive and confidential information and situations
    • Cultivate trusting relationships with all levels of leadership and external partners
Pay Range
  • $154,128.00 USD Annually - $204,214.40 USD Annually
