The Judicial Council of California is seeking an Associate Contracts Analyst in the Procurement and Facilities Contracts unit to manage facility-related contracts and FI$Cal transactions. The Judicial Council of California is accepting applications for the position of Associate Contracts Analyst (Associate Fiscal Analyst) in the Procurement and Facilities Contracts unit for the Branch Accounting and Procurement (BAP) office.
The Associate Contracts Analyst will work with all levels of the Judicial Council of California (JCC) staff and managers to administer facilities-related contract documents: 1) Analyze service work orders, work orders, and change orders for contract compliance, and enter internal encumbrances into the Financial Information System for California (FI$Cal) system; perform FI$Cal purchase order close outs; 2) Draft, issue, and award work orders, contract extensions, and other facility-related contract documents for master agreements and Leveraged Procurement Agreements (LPAs), and enter procurements into the FI$Cal system; 3) Draft and administer facility-related solicitations for recurring ID/IQ contracts and LPAs in accordance with JCC policies and within funding constraints; provide administration assistance for other types of solicitations; 4) Participate in the vendor management program; 5) Provide facility-related contractual support; and 6) Provide general administration, including responding to Public Access to Judicial Administrative Records requests related to facility-related contracts and training.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Bachelor’s degree, preferably in business, finance, accounting, or a directly related field that would provide the knowledge and skills necessary for the assigned area. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

Two (2) years as a Fiscal Services Coordinator working in the procurement or accounting function with the Judicial Council of California or two (2) years of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Services Coordinator in a California superior court or California state-level government entity.
