Metropolitan Transportation Authority is seeking an AVP, Commissioning Executive to guide commissioning across complex transit and rail projects. The role operates within the Delivery Service Office, with broad decision authority and budget responsibility, and requires coordinating across engineering and regulatory teams.

The position allows one telework day per week and may require travel to other MTA sites. A strong technical background in commissioning and program management is essential.

Qualifications

• Bachelor’s degree in a related field is required.
• Master’s degree is preferred.
• Minimum 14 years of related experience.
• 8+ years in a management or project manager role.
• Professional Engineer or Architect desirable.
• PMP CCM CCP certifications preferred.
• Experience managing commissioning for major construction projects.

Responsibilities

• Guide and make quick decisions evaluating facilities and systems.
• Accountable for commissioning processes and project performance verification.
• Interface with regulatory authorities on safety documentation.
• Provide final recommendations to Project Leadership on escalated items.
• Oversee the commissioning program and transition from construction to operations.

Telework

This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

S ummary

The AVP, Commissioning Executive , has broad authority for decision - making, staffing, and budget for their functional area of responsibility within broadly defined policies and objectives, including wide latitude to consider the development of plans, priorities, and processes to achieve objectives.

The AVP, Commissioning is the technical authority within the Delivery Services Office or an Integrated Mega Project who will act as the principal technical authority for commissioning processes for complex facilities, communications, and signaling systems for transit and railroad infrastructure throughout a project's lifecycle (planning through warranty).

Responsibilities

• Provides guidance and quick decisions in evaluating facilities, signal and telecommunication systems, and/or infrastructure systems.
• Accountable for the application of the commissioning process and achievement of project performance requirements, as identified during the early stages of a project's lifecycle, along with the verification/documentation of those requirements through final design and construction.
• Interacts with regulatory authorities for system safety documentation and assurance.
• Provides final recommendations to Project Leadership in resolving escalated items.
• Oversees the entire commissioning program and sets expectations for a clear strategy to ensure a smooth transition from construction to operation.
• Creates ongoing opportunities for MTA C&D to research and develop project requirements aligned with leading proper commissioning strategies, training, and policies within the industry.
• Responsible for commissioning teams in various specialized disciplines.

Education and Experience

• Bachelor's degree in Engineering, Architecture, Construction or Project Management, Facilities Management, or a related field.
• Master's preferred.
• Must have a minimum of fourteen (14) years of related experience
• Minimum of eight (8) years in a management or supervisory role and/or a project manager role in a large, multi-faceted organization.
• Licensed Professional Engineer or Registered Architect desirable.
• PMP, CCM, Certified Commissioning Professional (CCP) preferred.
• Significant experience in project management/commissioning for major construction projects with highly complex systems preferred.

  Additional Information

  Final salary is determined by experience, skill set , and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
