Qualifications

Responsibilities

  • Oversee day-to-day operations in the Treasurer’s office and support the Treasurer in financial duties.
  • Prepare payroll, tax payments, and related reports with accuracy and timeliness.
  • Coordinate onboarding, onboarding paperwork, benefits enrollment, and staff communications as requested.
  • Assist with audits and maintain confidential payroll and district financial records.

Reports to: Treasurer/CFO

Job Objectives

Assist the Treasurer in the fulfillment of her responsibilities by overseeing day to day operations in the Treasurer’s office.

Minimum Qualifications
  • Bachelor’s degree and 3-5 years’ work experience in governmental accounting procedures, payroll processing, and automated data systems is required.
  • A record free of criminal violations that would prohibit public school employment.
  • Demonstrates high ethical standards and integrity, with accountability for decisions and conduct.
  • Complies with drug-free workplace regulations, board policies, and administrative procedures.
  • Ability to establish effective working relationships with colleagues and contribute as part of a cohesive team.
  • Commitment in maintaining current skills relevant to the position’s objectives.

Responsibilities and Essential Functions
  • Upholds the district’s professional image by maintaining open and effective communication and using problem-solving techniques to address and resolve questions or concerns tactfully.
  • Promotes teamwork by seeking clarification when expectations are unclear and assisting in resolving issues.
  • Coordinates interviews with potential new hires by scheduling times, notifying participants, and making necessary arrangements.
  • Conduct onboarding meetings with new hires to facilitate the completion of paperwork, payroll setup, benefits enrollment, and review of work calendars. Ensure a seamless and positive transition into the district.
  • Ensures employees hold and maintain the proper licenses and certifications required for their positions, in compliance with district and state regulations.
  • Organizes interviews by scheduling times, notifying those interviewing, and reserving the board room.
  • Conduct offboarding meetings with terminated or retiring employees to review benefit end dates, severance details, retirement processes, and the return of district property, ensuring a smooth and organized transition.
  • Prepares employee contracts and salary notices, verifying employees are placed on the correct salary schedule/experience level.
  • Collects and maintains payroll deduction authorization forms.
  • Verifies timesheets, calculates gross wages, processes the payroll, reconciles payroll records, and distributes paychecks/deposit confirmations as directed.
  • Files new hire reports with STRS and SERS.
  • Processes and maintains garnishments and child support orders.
  • Ensures the timely completion of required payroll reports and tax payments.
  • Verifies and processes authorized employment inquiries, such as loan applications.
  • Manages employee health insurance and COBRA files, including processing enrollment forms.
  • Maintains monthly, quarterly, and annual payroll reports and prepares W-2 forms.
  • Tracks and maintains records for medical, disability, personal/family leave, and vacation; manages the Employee Self Service system.
  • Processes employment services, workers compensation, and unemployment reports.
  • Processes termination and retirement forms and maintains retirement records.
  • Assist with annual compliance audits.
  • Supports training activities to update district staff on financial accountability procedures.
  • Assist with banking transfers and reconciliations.
  • Keeps the treasurer informed about the district’s financial status and assists in aligning budget and appropriation measures with district goals.
  • Ensures the accuracy and privacy of confidential information.
  • Collaborates with other departments to resolve problems and exchange information effectively.
  • Provides backup support for accounts payable and receivable as needed.
  • Recommends and implements internal controls and accounting procedures as directed by the treasurer.
  • Assists the treasurer in overseeing the fixed asset system; conducting spot checks for accuracy, and reconciling fixed asset reports to accounting records annually.
  • Assists treasurer in fiscal year end closing procedures.
  • Performs other duties as assigned and requested by treasurer.
