Qualifications

Responsibilities

  • Assist the Supervisor in responding to complex confidential inquiries with accuracy and professionalism.
  • Support Employee Availability Unit initiatives by contributing research, analysis, and process improvements.
  • Interface with EAU staff in-person and via electronic communication, ensuring clear guidance and timely follow‑up.
  • Identify and analyze trends and root causes related to employee availability and ensure compliance with Civil Service Law sections.
  • Collaborate with cross-functional teams to streamline workflows and improve efficiency across IOD, FMLA, Sick Long Term, and Sick Substantiation.
  • Maintain strict confidentiality when handling sensitive information and ensure documentation meets standards.

POSITON SUMMARY:

The Assistant Transit Management Analyst supports the Employee Availability Unit (EAU) within the Department of Subways, which includes the IOD, FMLA, Sick Long Term, and Sick Substantiation teams. This role helps ensure efficient implementation of established procedures and ongoing initiatives across all four EAU areas. The analyst will work closely with supervisors, divisional leadership, and staff at all levels, providing critical analytical, operational, and administrative support that contributes to improved employee availability processes and overall organizational effectiveness.

RESPONSIBILITIES:
  • Assist the Supervisor in responding to complex, confidential, and time‑sensitive executive inquiries with accuracy, clarity, and professionalism.
  • Support new and ongoing Employee Availability Unit initiatives by contributing research, analysis, and process improvements.
  • Interface with employees reporting to EAU both in-person and through electronic communication, ensuring clear guidance and timely follow‑up.
  • Identify and analyze trends, patterns, and root causes related to employee availability, including monitoring compliance with Civil Service Law Section 71 and Section 73 procedures.
  • Collaborate with cross-functional teams within IOD, FMLA, Sick Long Term, and Sick Substantiation units to streamline workflows and enhance operational efficiency.
  • Maintain strict confidentiality when handling sensitive employee information and ensure all documentation meets established standards.
  • Ensure accurate and organized documentation standards supporting leadership decision-making.
EDUCATION AND EXPERIENCE:
Qualification Requirements
  1. Master’s degree from an accredited college or university in business administration, public administration, public policy, engineering, engineering technology, economics, architecture, mathematics, physics, computer science, finance, accounting, transportation planning, industrial psychology, urban planning/studies, human resources management, labor relations, operations research, security management or in a related area, or
  2. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time professional experience working in budget administration, accounting, economic or financial administration, engineering, in management or methods of analysis, operations research, organization research or program evaluation, personnel or public administration, staff development, employment program planning or administration, security management; or general administration.
DESIRED SKILLS:
  • Excellent written and verbal communication skills, with the ability to convey complex information clearly to all levels of management.
  • Strong proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint).
  • Strong analytical skills, with a high level of attention to detail and the ability to interpret data, identify issues, and recommend solutions.

As an employee of MTA NYC Transit, you may be required to complete an annual financial disclosure statement with the state of New York, if your position earns more than $101,379 (this is subject to change) per year or if the position is designated as a policy maker.
