JOB QUALIFICATIONS:

Education: Educational Specialist degree, doctorate preferred, from an accredited college or university in the appropriate area.

Certification or Licensure: Must possess or meet the qualifications for Georgia educational certification in the field of Educational Leadership or equivalent out-of-state educational leadership certification. Valid Georgia PL6 or L6 certificate or comparable out-of-state certificate.

Skills: Thorough knowledge of administrative methods and techniques; knowledge of research and current trends in public school education; ability to direct and coordinate the activities of assigned state identified schools/programs; ability to supervise the work of others; ability to use systems thinking to establish clear goals for school/program improvement. ability to communicate effectively, both orally and in writing; and ability to develop effective working relationships with school and department staff, governmental leaders, outside advocacy groups, and community members. Knowledge (or ability to quickly acquire) of National Standards, Georgia Standards of Excellence, Assessments, etc. Knowledge of school improvement programs and planning processes in state-identified schools. Ability to effectively supervise the implementation of curriculum and/or programs. Ability to prioritize and manage multiple tasks in a complex and diverse school system, and a wide range of varied experiences across school systems and education institutes. Ability to collect, analyze, and use data to plan for necessary reforms. Writing and technology skills are necessary for producing comprehensive reports and making presentations. Excellent interpersonal skills built on communication and collaboration.

Work Experience: Five or more years of progressively more responsible administrative experience in elementary or secondary schools or other appropriate leadership positions, with successful teacher and school leadership experience preferred. The ability to demonstrate extensive knowledge of the principles and practices of public school administration; other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • 1. Serves on the school system leadership team and Superintendent’s Cabinet.
  • 2. Assists the principal with becoming the instructional leader and the chief academic officer at the school site. 3. Assumes responsibility for the implementation of elementary, middle, K-8, high, and magnet schools and programs.
  • 4. Coordinates support, and promotes the elementary, middle, K-8, high, and magnet schools and programs.
  • 5. Supports the implementation, monitoring, and evaluation of the Teacher and Leader Effectiveness Systems for administrators and teachers.
  • 6. Conducts observations and walkthroughs to provide feedback to help strengthen the effectiveness of standards-based instruction and interventions.
  • 7. Participates in the selection and evaluation process for principals and departmental staff members.
  • 8. Provides the necessary administrative and supervisory functions for appropriate leadership of the department staff.
  • 9. Develop and manage the Richmond County School System budget within assigned areas - program maintenance, development, and improvements.
  • 10. Supports the planning, coordination, delivery, and monitoring of professional learning and school improvement to enhance student achievement in state-identified schools.
  • 11. Establish collaborative relationships with other offices and agencies in the CSRA, Georgia Department of Education, and others that support the mission of the department.
  • 12. Monitors implementation of the School Improvement Plan, curriculum, and instruction strategies, and maintains a focus on academic achievement and ongoing modification of the plan.
  • 13. Collects and utilizes data to inform instructional decisions and monitors plans for academic interventions.
  • 14. Coordinates, monitors, and supervises the implementation of proven, research-based methods and strategies for school and student improvement in state-identified schools.
  • 15. Communicate with the media about assigned schools, initiatives, and student academic achievement.
  • 16. Actively promotes research and development work to identify new and innovative programs and practices.
  • 17. Actively pursue opportunities for life-long learning and professional growth.
  • 18. Provides leadership in designing and developing new programs and initiatives to meet identified needs of schools.
  • 19. Ensures that there is a system in place that fosters high parental engagement and partnerships.
  • 20. Ensure that there is a system in place to support families (social workers, counselors, and handbooks).
  • 21. Collaborates with system personnel, community organizations, etc. to implement and maintain services and/or programs for students and families.
  • 22. Collaborates with the Department of Human Resources to appropriately allocate staff and resolve personnel issues in schools and departments.
  • 23. Develop and execute policies and procedures relating to the improvement of programs under the direction of this Assistant Superintendent.
  • 24. In partnership with the Teaching and Learning Department, maintain an aligned PreK-12 instructional focus in keeping with system objectives of high academic achievement for all.
  • 25. Identifies needs for improvement in school instructional programs.
  • 26. Conducts evaluations at the state-identified school of new and existing instructional programs, and interprets the program to the professional staff, School Board, and the community.
  • 27. Assumes responsibility for additional strategic and tactical assignments, initiatives, and programs from time to time as designated by the Superintendent of Schools (e.g., technology, magnet programs, professional learning, teacher presentation and reader evaluations programs, system accreditation).
  • 28. The employee shall carry out such other and further duties, whether specifically listed above or not, as are assigned or required by such an employee’s supervisor, other appropriate school personnel, laws, board policy, administrative regulation, and department handbook, as are necessary to the efficient operation of the school system and its mission.

SPECIAL REQUIREMENTS: Must be able to travel throughout the school system to provide support and monitor the services being provided.

Overtime or night work required. Attendance at evening School Board meetings, presentations, ceremonies, and school programs is required. The candidate selected for the position must be a resident of Richmond County or agree to relocate to Richmond County within 90 days of contract signing.

Salary: $123,900 to $166,754 SY
