Job summary

Hill International in Oakland, CA seeks an Assistant Resident Engineer to oversee construction administration for public infrastructure projects. You will review plans for constructability, inspect field activities, maintain logs, and coordinate with regulatory agencies and stakeholders.

The role requires a Bachelor’s in Civil Engineering or related field, 5+ years of construction management experience, and familiarity with FAA standards and port requirements.

  • Experience supporting construction administration for Heavy Civil, Aviation, Maritime/Port, Utility, and Facility Improvement projects.
  • Familiarity with Public works construction procedures, Contract administration, Construction documentation requirements, and Safety and quality control procedures.
  • Ability to obtain and maintain required airport and/or maritime security credentials and badging.

  • Attend meetings with Contractors and assist in resolution of conflicts.
  • Provide document control services for revisions to drawings and specifications.
  • Maintain a Risk Matrix to track project risks and resolutions.
  • Provide estimating services for extra work, change orders, and claims.

Hill International is seeking an Assistant Resident Engineer in Oakland, California


  • Review contract plans and specifications and advise the Resident Engineer of any operational constraints and conflicts.

  • Review plans and specifications for constructability and make recommendations for necessary or desirable changes.

  • Inspect construction and monitor field activities per the approved Project Plans, Contract Project Manual, Standard Contract Provisions, and all applicable codes and building permit conditions.

  • Document workforce, equipment, daily construction activities, subcontractors, progress, weather, delays, and material deliveries on the Port’s Daily Inspection Report template.

  • Maintain a photographic record of the site and construction progress.

  • Document, track and verify extra work tags.

  • Coordinate 3rd party material testing, electrical testing requirements, and special inspections.

  • Document unanticipated field conditions, disputes, and claims and maintain a log of potential change orders.

  • Keep Resident Engineer informed as soon as issues arise.

  • Coordinate with any regulatory agencies involved with the project.

  • Conduct weekly construction meetings with the Contractor, and Client prepare and distribute agendas, action items and meeting minutes. Meetings shall be in person and via Zoom.

  • Prepare and maintain a master log of contractor’s submittals, RFIs, RFSs and change orders.

  • Maintain an independent schedule to verify the feasibility of the Contractor’s schedule.

  • Review the contractor’s schedule for conformance to the specifications, logic, task definition and duration, critical activities, float, submittal review, material procurement, and coordination with other contracts.

  • Review monthly updates including schedule, variance reports, cash flow reports, and material status reports; and identify potential for project delays, future conflicts, change orders or claims.

  • Maintain a claim file for any issue that may result in a claim for additional time or costs and immediately notify the Client of all such claims or potential claims. The claim file must include all correspondence and meeting minutes, and must include "what if" scenarios, schedule analysis,and recommendations for resolution.

  • Submit recommendations on construction issues that include considerations of time and budget impacts, possible compensable delays, and possible mitigations. In coordination with RE, review, analyze, and respond to all requests for extensions of contract time.

  • Attend meetings with the Contractors and assist the Port in resolution of construction conflicts arising from design conflicts, clarifications, or issues, contract coordination, site changes, schedule delays, etc.

  • Assist the Client in analyzing value-engineering proposals submitted during construction.

  • Provide document control services for any revisions to drawings and specifications.

  • Maintain a Risk Matrix to track project risks, responsible parties, potential schedule and budget impacts, and recommendations for resolution.

  • Provide estimating services for verifying contractor’s requests for extra work, change orders, and claims.

  • Review Contractor’s monthly payment request including verifying with Daily Inspection Records along with their completed work and provide a recommendation for payment.

  • Ensure Contractor provides submittals per the contract documents, and review Contractor’s submittal for conformance to contract documents and provide recommendation for acceptance or rejection to the Client.

  • Review Contractor’s Request for Information/Substitution and provide draft response/recommendation to the Client.

  • Assist in processing submittals, test reports, RFIs, and other documents for transmittal to the Contractor.

  • Maintain and provide access to a file hosting website for storage of all project documents, reports, notes, and correspondence.

  • Prepare draft change orders and all associated supporting documentation, including analysis of schedule and budget impacts, and submit with recommendations to the Client.

  • Prepare punch lists at project Substantial Completion and verify punch list completion with the Contractor and Client.

  • Conduct final inspections and report on the results.

  • Make recommendations for resolution of disputed items.

  • Perform project closeout including completion of record documents.

  • Support the closeout of all project associated permits and documents.

  • Review and process the Contractor’s close out documents such as as-built drawings, change order log and final payment.

  • Monitor and verify Contractor’s preparation of as-built drawings.

  • Additional tasks as directed, in writing, by the Client.


Qualifications


  • Bachelor’s Degree in Civil Engineering, Construction Management, or related fields.

  • Registered Professional Engineer in the State of California preferred, or Engineer-in-Training (EIT) certification with qualifying experience.

  • Minimum 5 years of construction management, inspection, or field engineering experience on public infrastructure projects.

  • Experience supporting construction administration for Heavy Civil, Aviation, Maritime/ Port, Utility, and Facility Improvement projects

  • Familiarity with Public works construction procedures, Contract administration, Construction documentation requirements, and Safety and quality control procedures.

  • Experience coordinating daily construction activities, inspection staff, utility shutdowns, and testing and commissioning activities.

  • Ability to review and track, RFIs, submittals, change orders, construction schedules, pay applications, and punch lists.

  • Ability to interpret construction drawings, technical specifications, shop drawings, and project schedules.

  • Experience preparing daily reports, meeting minutes, field memoranda, and progress documentation.

  • Familiarity with FAA standards and AIP requirements (preferred for aviation projects) and Port and waterfront construction requirements (preferred for maritime projects).

  • Experience working in active operational environments while minimizing impacts to ongoing operations.

  • Proficiency with Procore, E-Builder, Primavera P6, Bluebeam, Microsoft Office Suite, and similar construction management software platforms.

  • Strong organizational, communication, and coordination skills.

  • Ability to obtain and maintain required airport and/or maritime security credentials and badging.


The salary range for this position is $175,000 - $185,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
