Job summary

Hill International in Philadelphia, PA seeks a Resident Engineer to oversee heavy civil infrastructure projects. The role focuses on contract administration, safety, field inspections, and change management across rail-related works.

The ideal candidate has 10+ years in construction management, 5+ years supervisory experience, and a Civil Engineering or Construction Management degree. PE or CCM preferred; valid driver's license required. Competitive benefits offered.

  • Minimum of 10 years in construction management of heavy civil engineering projects.
  • Approximately 5+ years of supervisory experience in heavy civil infrastructure construction.
  • Experience as a Resident Engineer, Construction Manager, or Project Manager on rail projects.
  • Registration as a Professional Engineer and/or Certified Construction Manager preferred.
  • Valid Driver's License.

Responsibilities

  • Administer the construction contract and review work for compliance with specifications.
  • Review work progress for contract compliance and progress reporting.
  • Identify and prepare change orders to resolve conflicts and improvements.
  • Ensure job site safety and observe contractor operations and traffic conditions.
  • Perform field inspections and determine compliance with plans and specs.
  • Prepare reports and maintain project records and field quantities for payments.
  • Document as-built conditions and prepare contract change orders.
  • Review CPM schedule and mitigate project risks.
  • Complete daily diary of activities and discussions with the Senior Construction Manager.
  • Assist in resolution of contractor disputes and prepare draft claim reports.

Job description

Hill International is seeking a Resident Engineer in Philadelphia, Pennsylvania. This position is open to collect resumes in anticipation of upcoming work.

  • Administer the construction contract and review work for compliance with all governing specifications.
  • Review work progress for compliance with the contract documents.
  • Proactively review the contract documents to anticipate, identify, and prepare change orders needed to resolve conflicts and recommend improvements.
  • Ensure job site safety by observing contractor operations and traffic conditions, making recommendations, and taking corrective action when necessary.
  • Perform field inspections of contractor's work to determine compliance with plans, specifications, special provisions, utility agreements, etc.
  • Prepare reports and maintain accurate and complete project records.
  • Calculate and document field quantities for payment purposes.
  • Document as-built condition of constructed facility.
  • Prepare contract change orders for making alterations, deviations, additions to, or deletions from the plans and specifications to ensure proper completion and construction.
  • Review CPM schedule and identify and mitigate project risks.
  • Complete a daily diary of pertinent activities and discussions held regarding the progress of the contractor's work and interaction with the Senior Construction Manager.
  • Assist in the resolution and response to contractor disputes in a timely manner.
  • Prepare draft claim reports when required.
  • Minimum of 10 years of experience in construction management of heavy civil engineering projects.
  • Approximately 5 years or more of supervisory experience in the management of heavy civil infrastructure construction.
  • Bachelor's degree in Civil Engineering, Construction Management or equivalent.
