Job summary

BART is seeking an Assistant Rail Operations Analyst for Capitol Corridor to analyze data, prepare reports, and support scheduling and service planning across the Capitol Corridor operations. The role includes delivering Tap2Ride, developing performance metrics, and coordinating timelines with multiple stakeholders.

The position emphasizes data-driven decision making, field assessments, and collaboration with internal departments and external agencies to optimize station and railcar operations.

Responsibilities

• Assists in the development of processes to improve conditions of stations, railcars, and operations.
• Makes field visits to passenger stations and trains to assess physical conditions, operational efficiency, and compliance with established standards and procedures; generates reports, communicates results to responsible parties, develops methods and processes to eliminate non-standard conditions.
• Assists higher level staff with tracking project timelines and deliverables.
• May participate in research and analysis for assigned projects.
• Assists with preparation of study conclusions, development of implementation plans and implementation of policy and procedural changes.
• Prepares and maintains technical documents, correspondence and other written materials.
• Analyzes alternatives and makes recommendations regarding such areas as equipment, cost analysis, policy or procedure modifications, etc.
• Provides support in planning and administering operational, administrative or management studies/projects related to the activities of the department assigned.
• Interacts with other District departments, other transit or governmental agencies, vendors and external stakeholders depending on the nature of the project to which assigned.
• Responds to customer feedback and questions as needed.
• Provides professional support for meetings with external stakeholders; assists with tracking of action items; and follows up with meeting participants as appropriate.

Current Assignment

Capitol Corridor is an intercity passenger rail service connecting Auburn/Sacramento to Silicon Valley, including San Francisco, Oakland, and Berkeley. Fully funded by the State of California, Capitol Corridor receives administrative support from BART through a managing agency agreement and is a department within BART.

The Assistant Rail Operations Analyst for Capitol Corridor will support the administration of the operating department by analyzing data, preparing and presenting statistical reports, assisting with scheduling and service planning, and making recommendations to improve station, railcar, and operational conditions. The role will also help administer and deliver Capitol Corridor’s Tap2Ride program, participate in meetings, develop reports and performance metrics, and monitor progress, actions, and project timelines.

The Most Qualified Candidates For This Position Will Have Highly Developed Competencies In The Following Areas, Which Will Be Reinforced In The Related Work Experience And Will Be Articulated During The Selection Process

• Operational details and data delivery architecture of Amtrak and Capitol Corridor.
• Scheduling principles, ridership analysis, and service planning.
• Navigating complex operating environments with many stakeholders, public and private.
• Advanced or cutting-edge methods of revenue collection and fare evasion mitigation.
• Proficiency in analyzing data, preparing reports, and using findings to inform operational strategies.
• Conducting audits of assets, infrastructure, and operational systems.
• Organizational skills and project administration.

Minimum Qualifications

A bachelor’s degree from an accredited college or university.

Substitution

Professional experience such as assisting in planning and organizing operational, administrative or management studies/projects; assisting in budget preparation, analysis and monitoring; and assisting in administrative, systems, statistical and other management analyses may be substituted for the education on a year-for-year basis.
