Job summary

Scion Staffing, Inc. is conducting a search for an Assistant Property Manager II for a mission-driven housing organization in New York City.

The role focuses on day-to-day property management, compliance, staff coordination, and resident services for an affordable housing property. Working closely with the Property Manager, you will oversee administrative tasks, rent processing, certifications, and audit-ready resident files using RealPage, while coordinating resident services and building

Qualifications

  • Experience in affordable, supportive, or residential property management operations.
  • Familiarity with LIHTC and Section 8 programs or equivalent housing programs is beneficial.
  • Strong coordination, documentation, and communication skills with residents, staff, and partners.

Responsibilities

  • Provide day-to-day leadership for front desk personnel and support maintenance and administrative staff, including scheduling and training.
  • Assist with housing administration, compliance, rent processing, leases/renewals, move-ins/outs, income docs, subsidy reconciliation.
  • Use RealPage to maintain lease, income, and resident data, monitor rents, utilities, and deadlines.
  • Collaborate with residents and social services to address housing-related concerns and stability.
  • Coordinate building operations, inspections, vendor management, purchasing, and reporting.
  • Serve as onsite leader when Property Manager is absent, including after-hours coverage.

Scion Staffing has been engaged to conduct a search for an Assistant Property Manager II for our partner, a mission-driven housing organization committed to providing safe, stable, and affordable housing while fostering resident independence and long-term housing stability.

This is a full-time, onsite position in New York City.

POSITION OVERVIEW

The Assistant Property Manager II plays a key role in the day-to-day management, compliance, staff coordination, and resident services of an affordable and supportive housing property. Working closely with the Property Manager, this position oversees essential administrative and operational functions while helping ensure housing programs, resident records, and building operations remain organized and compliant. RESPONSIBILITIES
  • Provide day-to-day leadership and supervision for front desk personnel and support oversight of maintenance and administrative staff, including scheduling, training, timesheets, performance support, and maintaining effective onsite coverage.
  • Support affordable housing administration and compliance, including LIHTC and Section 8 certifications , rent processing, leases and renewals, move-ins and move-outs, unit transfers, income documentation, subsidy reconciliation, and audit-ready resident files.
  • Utilize RealPage to maintain accurate lease, income, payment, vacancy, arrears, and resident information while monitoring applicable rents, utility allowances, certification deadlines, and housing program requirements.
  • Partner with residents, social services teams, staff, subsidy agencies, and other stakeholders to address housing-related concerns, rent arrears, documentation needs, resident communications, and matters that support continued housing stability.
  • Coordinate building and office operations, including inspections, maintenance needs, vendors, building compliance, purchasing, invoices, supplies, reports, certificates, correspondence, and other property documentation.
  • Serve as an onsite leadership resource in the Property Manager's absence, supporting staff and resident needs, operational decisions, emergency procedures, and occasional after-hours or weekend on-call response.
QUALIFICATIONS
  • Experience supporting affordable, supportive, or residential property management operations , including resident services, property administration, compliance, or team coordination.
  • Working knowledge of affordable housing programs such as LIHTC and Section 8 ; familiarity with DHCR, NYC 15/15, ESSHI, SCRIE, DRIE, or similar programs is beneficial.
  • Demonstrated ability to guide and support staff, manage multiple operational priorities, exercise sound judgment, and communicate effectively with residents, colleagues, vendors, and external partners.
  • Strong organizational, administrative, and numerical skills with attention to accurate documentation, compliance requirements, reporting, and deadlines.
  • Proficiency with Microsoft Word, Excel, and Outlook; experience with RealPage or comparable property management software is highly valued, and Spanish-language skills are a plus.
COMPENSATION AND BENEFITS

This full-time, exempt position offers an annual salary of $61,000-$70,000 based on a 35-hour workweek. Our partner offers a comprehensive benefits package that includes medical, dental, and vision insurance; a 403(b) retirement savings plan; Flexible Spending Accounts (FSA); life and disability coverage; an Employee Assistance Program (EAP); commuter benefits; voluntary benefit options; vacation and sick time; and approximately 11-12 paid federal holidays. This position is onsite five days per week and includes regular movement throughout the property, including standing, walking, bending, and occasionally moving items weighing up to approximately 25 pounds.
