JOB DESCRIPTION

Job Summary

The Jacksonville Housing Authority is seeking an Assistant Property Manager to manage the day-to-day operation of assigned property in accordance with established regulations and guidelines. Responsibilities include renting properties, collecting and recording rent and other charges, processing evictions, receiving requests for repairs, generating and closing work orders, and conducting inspections to ensure compliance with applicable rules and regulations.

Essential Job Functions

  1. Prepare, maintain, and update financial and other records:
    • Collect rent and other charges from residents and enter corresponding data into the computer system.
    • Process requests for rent adjustments in accordance with established procedures.
    • Post charges associated with work orders and generate notices for residents.
    • Follow up on delinquent accounts and pursue collections.
    • Monitor expenses to ensure spending is within guidelines.
    • Maintain tenant files and related documentation.
  2. Maintain required occupancy level:
    • Communicate with residents regarding policies and procedures.
    • Lease units by showing the property and reviewing leases.
    • Establish and maintain a waiting list of applicants.
    • Assist in coordinating vacancy preparations.
    • Conduct property inspections to ensure adherence to standards.
    • Maintain records of the status of assigned units.
  3. Assist residents with special problems:
    • Counsel residents who are not complying with lease terms.
    • Refer residents with special problems to appropriate agencies.
    • Maintain liaison with resident services to assist with activities.
    • Resolve conflicts and complaints among residents.
    • Recommend eviction if necessary and prepare related documentation.
    • Participate in hearings and appeals as needed.
  4. Assist in managing the Community:
    • Process and monitor work orders.
    • Submit invoices for payment.
    • Maintain records according to company policy.
    • Conduct monthly file audits.
    • Organize and file all relevant reports and paperwork.
    • Accept service requests from residents.
    • Ensure completion of recertification paperwork.
    • Maintain a positive customer relation.
    • Physically inspect units and community.
    • Secure lease renewals and recertifications.

MINIMUM QUALIFICATIONS

Education and Experience: Bachelor's degree in management, business administration, social science area, or closely related field, with one (1) year of experience in property management, marketing, sales, or customer service. Must obtain certification as a Public Housing Manager within twelve (12) months of employment.

Required Knowledge, Skills, and Abilities:

  • Knowledge of property management policies and procedures.
  • Knowledge of HUD rules and regulations.
  • Knowledge of Fair Housing Laws and local building codes.
  • Basic building maintenance knowledge.
  • Proficiency in Microsoft Office.
  • Ability to maintain records and prepare reports.
  • Effective communication skills.

Physical Demands: Work is principally sedentary. Must be able to lift up to 15 lbs.

Other: Must possess a valid driver's license and be insurable by Jacksonville Housing.
