Job summary

The Metropolitan Transportation Authority (MTA) Construction & Development (C&D) Delivery Department is seeking an Assistant Project Manager to manage capital project delivery within the SBMP unit. You will ensure safe, efficient, on-schedule, and within-budget project execution in line with project documents and standards.

Qualifications

  • Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.
  • Minimum of 3 years of related experience.
  • FE/EIT certificate desirable.
  • PE or RA desirable.
  • PMP and CCM certifications preferred.
  • Excellent communication and interpersonal skills.
  • Proficient computer skills (Windows, Office, PeopleSoft, Oracle).

Responsibilities

  • Identify risks and ensure timely resolution.
  • Suggest solutions to senior management for critical issues.
  • Manage activities to minimize impact on agency operations.
  • Coordinate with project team, C&D staff, contractors, consultants, and stakeholders.
  • Ensure necessary actions and resources are in place for delivery.
  • Ensure compliance with standards, guidelines, codes, and policies.
  • Integrate safety and quality into project operations.
  • Oversee project plans, quality plans, and work plans.
  • Coordinate with Safety and Quality Management staff.
  • Maintain project documentation for quality and accuracy.
  • Track progress against scope, schedule, and budget.
  • Collaborate with Development and Contracts through lifecycle stages.
  • Review contract invoices and charges per procedures.
  • Ensure correct expenditure charging.
  • Manage document control and retention.
  • Prepare reports, presentations, studies.
  • Coordinate audits/inquiries responses for MTA and external bodies.
  • Lead staff selection, coaching, training, and performance management.

Job Summary

The Assistant Project Manager manages capital project delivery within the Small Business Mentoring Program (SBMP) business unit in the MTA Construction & Development (C&D) Delivery Department. This position is part of the project management team responsible for ensuring that project delivery is safe, efficient, on schedule, within budget, and according to project documents, contractual requirements, and relevant policies, procedures, standards, and guidelines.

Location & Hours

Work Location: 2 Broadway

Hours of Work: 8:30 AM to 5:00 PM (or required) – 7.5 hours/day. May require work outside normal hours (e.g., evenings and weekends). Travel to other MTA locations or external sites may be required.

Telework

This position is eligible for one day per week telework. New hires are eligible to apply 30 days after their effective date of hire.

Responsibilities
  • The Assistant Project Manager is responsible for successfully managing and mentoring staff to deliver complex capital projects.
  • Coordinate project activities through project close-out.
  • Monitor project performance against established baselines and pursue opportunities for improved performance.
  • Identify project issues and risks and ensure timely resolution and mitigation.
  • Recommend solutions to senior management for the resolution of critical issues.
  • Manage project activities to minimize the impact on agency operations and the public.
  • Coordinate project activities with the project team, C&D staff, contractors, consultants, MTA operating agency staff, and other stakeholders.
  • Coordinate with MTA operating agency staff to ensure necessary actions, approvals, and resources are in place to support project delivery.
  • Ensure project activities follow established requirements and adhere to all relevant standards, guidelines, codes, regulations, policies, and procedures.
  • Ensure that safety and quality are an integral part of project operations.
  • Manage the preparation and monitor implementation of project plans, quality plans, and work plans.
  • Coordinate with Safety and Quality Management staff.
  • Manage project documentation to ensure quality, completeness, and accuracy.
  • Manage and monitor progress against project scope, schedule, and budget.
  • Work collaboratively with Development and Contracts throughout the project life‑cycle, including developing project scope, requirements, design criteria, and procurement packages, evaluating bids/proposals, negotiating change orders, and timely completing the contractor/consultant evaluation process.
  • Review and approve contract invoices and other project charges based on established procedures.
  • Ensure that expenditures are correctly charged.
  • Manage comprehensive project document control and retention.
  • Manage the preparation of reports, presentations, research, and studies.
  • Manage the presentation of project reporting and coordination of audit/inquiry responses for MTA and external oversight bodies.
  • Manage staff selection, coaching, training, development, evaluation, and discipline/termination as needed.

Education and Experience
  • Bachelor's degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.
  • Must have a minimum of (3) years of related experience.
  • A Fundamentals of Engineering (FE) / Engineer‑In‑Training (EIT) certificate is desirable.
  • A l icensed Professional Engineer (PE) or Registered Architect (RA) is desirable.
  • PMP and CCM Certifications are preferred.
  • Excellent communication and interpersonal skills.
  • Proficient computer skills (i.e., Windows environment, Microsoft Office, PeopleSoft, Oracle, etc.) and strong business administrative skills (i.e., presentations, report and letter writing, time management, etc.).
