Job summary

Ross Group is seeking a Project Manager to lead complex construction projects in Oklahoma. You will ensure quality, schedule and budget alignment, acting as liaison between Owner and Ross Group, including federal agencies.

You will establish pre-construction procedures, oversee regulatory compliance, and manage documentation using RMS, QCS, NAVFAC e-Builder and Primavera P6. Strong leadership and communication are essential for success.

Qualifications

  • Have a Bachelor’s degree or equivalent in Construction Management, Civil Engineering, or Mechanical Engineering (plus).
  • Have previous construction PM experience with focus on quality, schedule, budget, and safety.
  • Have prior experience with USACE, NAVFAC, or federal projects (preferred).
  • Know federal contract management systems including RMS, QCS, NAVFAC e-Builder, and Primavera P6.
  • Able to plan, lead, organize, and communicate with customers and government reps.
  • Willing to relocate to project site and work 50+ hours per week.
  • Knowledge of MS Office, MS Outlook, and Internet-based tools.

Responsibilities

  • Oversee Pre-Construction processes: applications for payment, change orders, submittals, and coordination with Owner/Architect.
  • Manage compliance with Davis-Bacon and other wage requirements on federal projects.
  • Coordinate access credentials and ensure proper document management through RMS, QCS, and NAVFAC e-Builder.
  • Develop and maintain CPM schedule (Primavera P6) with 3-week look-aheads and progress narratives.
  • Prepare correspondence and ensure timely payment to Subcontractors and Suppliers.
  • Monitor budget variances and drive project performance toward target costs.
  • Lead project meetings and manage staff performance and training.
  • Coordinate with Architect, Engineers, Subcontractors, and Officials for closeout and warranties.

In this position, you are responsible for completing construction projects of various sizes and complexities, verifying that they meet expectations with regard to quality, schedule, plans, specifications, and budget. Pre-Construction & Compliance Setup
  • Establish procedures for submission of applications for payment, requests for information, change orders, and submittals, and for coordination of owner-furnished/government-furnished equipment during the Pre-Construction meeting with the Owner/Architect. Define document management for routing and response, and establish a chain of command for pre-construction, construction, and closeout phases.
  • Submit requests for surety bond(s) and insurance certificates. Submit with signed contract to Owner.
  • Submit building permit applications where applicable; follow up on review progress and obtain approvals.
  • Oversee compliance with prevailing wage requirements (e.g., Davis-Bacon) on federal projects, coordinating with the responsible internal team on certified payroll submissions.
  • Where required, coordinate base access credentialing (e.g., background checks, installation access passes) for project staff — requirements vary by installation and project.
Quality, Schedule & Budget Oversight
  • Review the budget at least monthly to determine if variances are accurate and update estimates accordingly. Include the project management team (Superintendent, Assistant Project Manager, and Project Engineer) in the review process to identify approaches that support completing the project under budget.
  • Oversee implementation of the Three-Phase Quality Control process (Preparatory, Initial, and Follow-up phases) as required on USACE/NAVFAC contracts, with the Superintendent/QC Manager executing daily QC documentation (e.g., via RMS or QCS).
  • Oversee project safety performance and ensure compliance with EM 385-1-1 and other applicable safety requirements, coordinating with the Superintendent and Site Safety and Health Officer (SSHO) as needed.
  • Oversee development and maintenance of the project's CPM schedule (e.g., in Primavera P6), including 3-week look-aheads and monthly progress narratives, in coordination with the project team.
Correspondence, Documentation & Relationship Management
  • Prepare correspondence with Owner, Architect, Engineers, Subcontractors, Suppliers, etc., including but not limited to Schedules of Values, project schedules, memos, RFIs, transmittals, and submittals.
  • Utilize and maintain project tools — including federal contract management systems such as RMS, QCS, and NAVFAC e-Builder where applicable — to track and record project performance.
  • Maintain relationships with Owner, Architect, Engineer, Subcontractor, Supplier, public officials, and RG employees, and conduct project meetings. Ensure prompt payment from Owner and timely payment to Subcontractors and Suppliers according to percentage complete.
  • Document quality and progress of each Subcontractor and Supplier. Update Subcontractors and Suppliers on any changes to plans, specifications, and/or schedule.
  • Inform management of productivity, costs, quality control, document management, and status of payment applications. Notify management of issues affecting quality, budget, progress, or safety.
Closeout
  • Coordinate closeout requirements with the Architect, Owner, Subcontractors, Suppliers, public officials, RG employees, RG management, and other relevant agencies, including obtaining, reviewing, and submitting required certificates, insurance documentation, operation and maintenance manuals, warranties, and as-builts. Review each punchlist generated by the Architect, Engineer, Subcontractor, and RG Superintendent prior to commencement and upon completion.

  • Have a Bachelor's degree or equivalent experience in a related field. Degrees in Construction Management, Civil Engineering, or Mechanical Engineering are a plus.
  • Have previous construction project management experience with a proven project history in relation to quality, schedule, budget, and safety.
  • Have prior experience with USACE, NAVFAC, or other federal construction projects (preferred, not required).
  • Have working knowledge of federal contract management systems, including RMS, QCS, NAVFAC e-Builder, and Primavera P6 scheduling software.
  • Have the ability to plan, lead, organize, and communicate with customers, including federal contracting officers and government representatives.
  • Can relocate to the project site if required and work flexible hours, averaging 50+ hours per week.
