About This Position

The Building & Grounds Assistant Manager supports the operational leadership of custodial activities across assigned facilities. Under general direction, this position ensures continuity of daily operations, coordinates staff and resources, and maintains service standards aligned with departmental goals. This role enhances service delivery through process improvements and quality assurance, development of standard operating procedures, and implementation of consistent training practices. The Assistant Manager optimizes staffing schedules and resource allocation to meet evolving operational needs while ensuring high-quality service standards. Strong leadership, communication and customer service skills are essential, as the position collaborates closely with facility stakeholders and departmental leadership to maintain safe, clean, and well-functioning environments.

Assistant Manager, Building and Grounds

Purpose

Under general direction, this position provides operational leadership and management support for Building & Grounds services, ensuring continuity of operations, coordination of staff and resources, and alignment with departmental goals and service standards.

Duties, Functions and Responsibilities

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Assist in managing custodial, grounds keeping, and maintenance crews - including direct oversight of daily work, assignments, and quality control.
  • Participate in planning and organizing ground maintenance, cleaning, minor building maintenance, and minor construction tasks (e.g., painting, partitioning, building storage sheds).
  • Coordinate with other divisions, departments, and contractors to schedule and deliver building and grounds services.
  • Support set-up and tear-down of event spaces (exhibit halls, ballrooms, recreation areas), ensuring compliance with applicable codes and specifications.
  • Maintain and oversee inventory of materials and supplies; coordinate purchases as needed.
  • Ensure vehicles, tools, and equipment are properly maintained and safe for use; coordinate repairs as required.
  • Conduct inspections of buildings, grounds, and maintenance work; recommend and support decisions for maintenance, repairs, or capital expenditures.
  • Assist with contract oversight for vendor services related to grounds, building maintenance, custodial services, or events.
  • Help develop short- and long-range plans for facility maintenance, grounds upkeep, and service delivery improvements.
  • Assist with budget development and monitor expenditures within assigned area.
  • Enforce safety protocols and foster a safety-conscious culture among staff.
  • Write technical and administrative reports, memos, correspondence; communicate with staff, other departments, and the public as needed.
Responsibilities - Supervisor and/or Leadership Exercised

Responsible for the full range of supervisory activities, including selection, training, evaluation, counseling and recommendation for dismissal (when delegated).

Knowledge, Skills, and Abilities
  • Knowledge of building and grounds maintenance processes, custodial services, and minor construction practices.
  • Knowledge of safety practices, relevant city policies, procedures, and applicable laws/regulations.
  • Knowledge of budget planning and expenditure monitoring.
  • Skill in planning, organizing, prioritizing, and scheduling multiple tasks and crews.
  • Skill in oral and written communication; ability to write reports, memos, and correspondence.
  • Skill using computers and relevant software for scheduling, reporting, and inventory control.
  • Skill in supervising, mentoring, and training staff.
  • Ability to work under changing priorities and handle frequent interruptions.
  • Ability to establish and maintain good working relationships with city employees, contractors, and the public.
  • Ability to understand and interpret facility plans/diagrams as needed.
Minimum Qualifications
  • Graduation from an accredited high school or equivalent, plus six (6) years of experience in janitorial, grounds-keeping, building maintenance or related services, including at least three (3) years in a supervisory or lead capacity.
  • One (1) additional year of education may substitute for required experience (maximum substitution of four (4) years).
Licenses and Certifications Required

If assigned to operate vehicles, must possess the appropriate Texas Driver's License for those vehicles.

Preferred Qualifications
  • Experience supervising custodial or building services teams across multiple facilities, including coaching, performance management, and conflict resolution.
  • Demonstrated ability to streamline operations through process improvement, SOP development, and standardized training.
  • Experience optimizing staffing schedules and resource allocation to meet service and operational demands.
