About our Client:

The Assistant Manager supports the Community Manager in the daily operations of a 142-unit Low-Income Housing Tax Credit (LIHTC) property, with primary emphasis on tenant file compliance, income and asset certification, and resident relations. This role is critical to maintaining the property's regulatory standing under Section 42 of the Internal Revenue Code, HUD Handbook 4350.3, CHFA HOME Investment Partnerships (HOME) and Housing Development Grant (HDG) program requirements, and the Project-Based Voucher (PBV) program administered through Maiker Housing Partners. The Assistant Manager serves as a key point of contact for prospective and current residents and works closely with the Community Manager and compliance staff to ensure the property remains in good standing for all layered funding sources

Key Responsibilities
Compliance & File Management
  • Process applicant files for initial move-in, including verification of income, assets, student status, and household composition in accordance with LIHTC, HUD 4350.3, and any layered HOME, HDG, or Project-Based Voucher (PBV) program requirements.
  • Prepare and review Tenant Income Certifications (TICs), CHFA Supplementary Demographic Information forms, and all required third-party verifications prior to move-in.
  • Calculate household income and assets using annualization methods appropriate to the pay type (hourly, biweekly, semi-monthly, self-employment, and other irregular income sources), consistent with HUD and CHFA guidance.
  • Maintain organized, audit-ready tenant files, ensuring signatures, BIN numbers, and required demographic and eligibility documentation are complete and accurate.
  • Enter all certifications into the NextGen system, ensuring accuracy and timeliness of data entry.
  • Conduct annual recertifications and, where applicable under HOME regulations, coordinate required third-party recertifications on the appropriate cycle.
  • Coordinate with Maiker Housing Partners on Project-Based Voucher (PBV) unit administration, including HAP contract compliance, voucher-related recertifications, and required reporting for PBV-assisted units.
  • Support internal file audits and correct identified deficiencies within established timeframes; assist in preparing files for CHFA, HUD, or investor/agency monitoring visits.
Leasing & Applicant Processing
  • Manage the interest list, respond to prospective resident inquiries, and conduct property tours consistent with fair housing standards.
  • Screen applicants for eligibility, including household size, income limits, and applicable screening criteria, in compliance with Colorado's Portable Tenant Screening Report law and other state/local requirements.
  • Prepare lease documents, move-in packages, and related disclosures; conduct move-in orientations with new residents.
Resident Relations & Property Operations
  • Serve as a responsive point of contact for resident concerns, service requests, and lease-related questions.
  • Assist with lease renewals, rent collection, delinquency notices, and coordination with maintenance staff on unit turnover timelines.
  • Support the Community Manager with reasonable accommodation/modification requests, including those related to assistance animals, in accordance with fair housing law.
  • Assist in preparing for and responding to eviction-related matters, including awareness of Colorado eviction mediation eligibility requirements, in coordination with the Community Manager and legal counsel.
Administrative Support
  • Maintain accurate resident and unit data in the property management software system (e.g., Yardi, RealPage, or comparable platform).
  • Assist with month‑end reporting, occupancy tracking, and preparation of materials for ownership, investor, or agency reporting requirements.
  • Support the Community Manager with vendor coordination and other administrative tasks as assigned.
Qualifications
Required
  • High school diploma or equivalent required; some college coursework preferred.
  • Minimum 1–2 years of experience in residential property management, with direct exposure to affordable housing programs strongly preferred.
  • Working knowledge of, or demonstrated ability to quickly learn, LIHTC/Section 42 compliance requirements and HUD Handbook 4350.3 income and asset calculation methodology.
  • Strong attention to detail and comfort working with structured documentation, checklists, and regulatory forms.
  • Excellent written and verbal communication skills; ability to interact professionally with residents, applicants, and agency representatives.
  • Proficiency with Microsoft Office (Word, Excel, Outlook) and property management software.
Preferred
  • Bilingual (English and Spanish) a plus.
  • Experience with layered funding structures (LIHTC combined with HOME, HDG, Project-Based Voucher/PBV, or other public funding sources).
Working Conditions
  • Primarily office-based within the leasing office of the community, with regular walking of the property (interior and exterior, including stairs) to conduct unit inspections and turnovers.
  • May require occasional lifting of up to 25 lbs (files, marketing materials, event supplies).
  • Some exposure to outdoor conditions when touring the property or responding to resident matters on‑site.
