Job description

Under the direction of the Library Director, manages library finances, procures library materials and supplies, supervises personnel, assists with facility operations, and ensures quality customer service. Assists the Library Director in leading the municipal public library. Coordinates a budget with multiple funding sources and a complex variety of expenditures. Member of the library’s administrative team, setting operational goals and forming vision of library collections and services. Acts as the second-in-command in all library operations and assumes responsibility of Library Director in their absence. Attends conferences, hearings and meetings as required.FINANCIAL MANAGEMENT:- Manages the Business Office Functions of Library System

  • Monitors and reviews all revenues and expenditures.
  • Organizes and submits quarterly and annual audit documentation.
  • Liaise with Town Financial Department.
  • Assists Director with preparation of Annual Library Budget.
  • Supervises Administrative Assistant in requisition entry and ordering processes.
  • Prepares financial reports for monthly Board meetings.
  • Prepares and presents quarterly reports of status of fundraising vehicles such as Trust, The Friends of the Trumbull Library, and other donations.
  • Reviews and provides input into content of fundraising documentation.
  • Identifies potential public sector grant opportunities.
  • Maintains financial statements of private/non-tax funds.
  • Oversees statistical data reporting and prepares Annual Report to CT State Library.
ACQUISITIONS & COLLECTION DEVELOPMENT: - Takes a leadership role in collection design, with a focus on changing formats, reading interests and habits.
  • Manages the online integrated Acquisitions module in coordination with the Associate Director.
  • Requisitions materials and develops and maintains relationships with vendors including negotiating discounts.
  • Coordinates, manages and is an active participant in the review and selection of materials and in the discarding of materials from the library collections.
FACILITIES MANAGEMENT:- Ensures that two physical plants of Library System are safe and welcoming for visitors.
  • Assists Director in managing daily operation.
  • Audits and maintains building supplies.
  • Notifies Building Attendant or town department/vendor for repair & maintenance.
  • Works with Library Director to determine need for capital improvement.
HUMAN RESOURCES:- Ensures service goals of Library are carried out.
  • Prepares and oversees scheduling.
  • Assists Director with creation and implementation of training and development.
INFORMATION TECHNOLOGY:- Works with Library Director and Associate Director to evaluate and recommend technology additions, modifications, and upgrades.
  • Active participant in research, upgrades, and maintenance of library technology
  • Acts as Associate Director (responsive for IT) in their absence.
OUTREACH: - Engages library in activities to increase library attendance and use.
  • Plans and coordinates library participation at community events.
  • Leads library staff in planning and marketing patron engagement projects.
RECORDS MANAGEMENT AND DOCUMENT RETENTION: - Supervises Records Management Program for the Library System according to Connecticut State Statutes and the Office of Public Records and State Archives.

Works under the direction of the Library Director.

SUPERVISION EXERCISED:
All staff designated by the Library Director.MMINIMUM QUALIFICATIONS, KNOWLEDGE, SKILL, AND ABILITY:
•Knowledge of the principles, practices and techniques of library operation and administration is required.
• Comprehensive knowledge of all library functions: access services, acquisitions, youth services, collection development, reference, event planning is required.
• Thorough knowledge of various types of informational materials and formats is required.
• Solid working knowledge of typical office software is required.
• Ability to provide welcoming and effective customer service.
• Ability to establish and maintain professional relationships.
• Ability to work in a fast-paced environment and juggle multiple priorities.
• Ability to deal effectively with elected officials and other public constituencies.

EXPERIENCE AND TRAINING:
• A Master of Library and Information Science (MLIS, MLS or equivalent) from an ALA-accredited program.
• Five (5) years of professional library experience in positions requiring an MLIS or equivalent.
• Three (3) years of professional library experience in an administrative or supervisory position.

The weight of the examination will be 100% experience and training . The candidates will be ranked based on their experience and training as it relates to the required experience and training for this position based on the information contained in their employment application, the supplemental questionnaire if applicable and any attachments they provide. This examination will be conducted for the Town of Trumbull by the Trumbull Civil Service Board within the authority of Section 7-413 of the 1959 revision of the State of CT General Statutes.
