Job summary

Oklahoma Department of Mental Health and Substance Abuse Services (ODMHSAS) seeks an experienced Assistant General Counsel IV to represent the agency in a broad range of legal matters. The role includes employment, constitutional, civil rights, EMTALA, and mental health law, with duties spanning investigations, legislation, policy, ethics, and litigation in state and federal venues.

The incumbent will advise on complex issues, manage numerous cases, and support agency governance while traveling

Qualifications

  • Juris Doctor degree and active Oklahoma Bar license are required.
  • Active membership with the Oklahoma Bar Association is required.
  • Seven years of legal experience including two years of litigation or agency‑defined practice. The note reserves the right to fill at a lower level.

Responsibilities

  • Represent ODMHSAS and agency personnel in legal proceedings in state and federal courts and tribunals.
  • Provide legal counsel on employment, constitutional, civil rights, EMTALA, and mental health law; handle investigations, legislation, policies, ethics, and related litigation.
  • Assist with department investigations, rulemaking, and policy development.

Job description

Assistant General Counsel IV

The incumbent will represent the agency, its Board, and agency personnel in legal proceedings and will be responsible for a wide array of legal issues to include employment law, constitutional law and civil rights, EMTALA, mental health law, department investigations, legislation, policies, ethics, and litigation in all state and federal courts along with other tribunals.

Minimum Qualifications And Experience
  • Juris Doctor degree from an accredited law school
  • A license to practice law in the State of Oklahoma
  • An active membership with the Oklahoma Bar Association
  • Seven years of legal experience including two years of litigation, or agency‑defined experience in the practice of law such as tax, or supervisory experience
