Job summary

The Liberty County Board of Commissioners is seeking an Assistant Fire Chief of Training to lead the department’s training division and oversee program development. The role directs training activities, ensures compliance with standards, and delivers courses from entry level to command staff for the Fire Rescue Department.

Qualifications

• Associates degree in a related field preferred.
• More than five years of related experience required.
• Valid Georgia Class E driver’s license.
• Certifications listed include NIMS 100/200/300/400/700/800; G191; BLS and BLS Instructor; NFPA Firefighter I-II; Hazmat awareness/operations; QIE; Fire Officer I-III; Public Safety Educator.

JOB SUMMARY

The Liberty County Board of Commissioners is accepting applications for Assistant Fire Chief of Training. This position is responsible for the direction and oversight of the training division within the Fire Rescue Department.

MAJOR DUTIES

1. Develops, prepares, requests the purchase of, and evaluates training classes and/or materials used by the department and training division.
2. Sets and evaluates training goals and plans training objectives to match established department, state, and national standards.
3. Teaches a wide variety of courses that will cover all aspects of current accepted techniques for the entry level firefighter through command and management courses for the department officers.
4. Schedules training for all department members, maintains accurate training records, and shall report pertinent training information to department, state, and national authorities/agencies as required.
5. Formulates training drills, trains trainers and other department personnel to implement training programs.
6. Prepares weekly, monthly, quarterly, and annual reports on training activities to all authorities/agencies that require such reports.
7. Prepares and/or evaluates specifications to meet state, federal and local guidelines for all types of equipment.
8. Serves as a secondary contact for the news media and other public agencies regarding Fire Services activities.
9. Responds to significant emergency incidents to assist with managing on-scene media activities as directed.
10. When directed responds to and directs activities at incident scenes; may serve as commanding officer.
11. Supervises and assists with the firefighting of structural fires to ensure that appropriate firefighting techniques are used.
12. Remains on-call and responds to after-hours emergencies as assigned.
13. Responds to emergency and non-emergency calls for service when directed.
14. Drafts specifications for new training equipment purchases.
15. Prepares the training division budget for the annual Fire Services budget.
16. Acts as the Deputy Fire Chief in his/her absence.
17. Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION

1. Knowledge of fire suppression standards, practices, strategies, tactics, and equipment.
2. Knowledge of local, state, and federal fire codes, local ordinances, and departmental rules and regulations.
3. Knowledge of public safety education practices and deliveries.
4. Knowledge of the operation and repair of motor vehicles and fire apparatus.
5. Knowledge of computers and job-related software programs.
6. Knowledge of county geography, streets, buildings, and water supply sources.
7. Knowledge of the National Incident Management System and Incident Command.
8. Knowledge of first aid principles and practices.
9. Knowledge of hazardous materials and their proper handling.
10. Skill in the operation of a variety of fire and life safety tools, equipment, and apparatus.
11. Skill in management and supervision under routine and emergency situations.
12. Skill in interpersonal relations and problem-solving.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

• The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
• The work is typically performed in an office but may also be performed outdoors and at the scene of emergency incidents. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, contagious or infectious diseases, irritating chemicals, inclement weather conditions, fire, heat, and toxic gases. The work requires the use of protective devices, such as masks, goggles, or gloves.

Requirements

MINIMUM QUALIFICATIONS

• Associates degree in a course of study related to the occupational field preferred.
• More than five years of related experience required.
• Possession of a valid Georgia Class E driver’s license.
• Certifications: NIMS 100, 200, 300, 400, 700, 800; EOC/ICS Interface (G191); Basic Life Support and Basic Life Support Instructor; National Fire Board Firefighter I, Firefighter II, Hazmat Awareness and Hazmat Operations; National Professional Qualification Evaluator; GFSTC Fire Officer I, II, III, Public Safety Educator; GPSTC Crash Victim Extrication, and Public Information Officer.

SALARY AND BENEFITS

This is a full-time position with a starting annual compensation of $70,131 (Pay Grade 21A), or $33.72 per hour.
