Job summary

Scotland County in North Carolina seeks an experienced Emergency Management Coordinator to lead EMS operations, oversee personnel and resources, and ensure high-quality emergency services. This is a county government role with a strong emphasis on training and compliance.

The position focuses on planning and coordinating EMS training, maintaining policy compliance, managing equipment inventory and purchasing, and coordinating with the EMS Director; NC certification and a valid driver’s license

Qualifications

• High school diploma or equivalent; courses in emergency medical care.
• Minimum of 5 years EMS experience and emergency management programs; some supervisory experience.
• Nationally Registered Paramedic; 4-year degree desired but not mandatory.
• Certification by the NC Office of EMS as a Paramedic; valid NC driver's license; attend UNCC EMS Institute for management.

Responsibilities

• Plans and coordinates all emergency service training programs at basic and advanced levels; uses EMS equipment and software.
• Reviews reports to ensure compliance with policies; analyzes call data, response times, and procedures for improvements.
• Maintains records of training and recertification for EMS personnel; handles inventory of supplies and requisitions.
• Responds to emergency calls per protocol; provides emergency medical care as needed.
• Serves as Operations Officer, assisting with budget development and scheduling personnel; updates Scotland County EMS System plan compliance.
• Updates and maintains EMS System plan compliance with NC OEMS.

Job description

Performs leadership and administrative support in the management and daily operations of the Emergency Management Services Department. Work involves assisting the Emergency Services Director with operational oversight of personnel, resources, and emergency response activities to ensure the delivery of safe, efficient, and high-quality emergency services.

• Plans and coordinates all emergency service training programs at the basic and advanced levels, in the use of equipment such as computers, medical supplies.

• Reviews reports to ensure compliance with established policies, procedures and protocols applicable to types of calls answered, investigating deviations as they are found; reviews time spent on various aspects of calls, such as time on scene, response times, analyzes information to determine inadequacies or need for altering procedures, as appropriate.

• Must possess considerable computer skills and ability to use EMS report writing software.

• Completes and maintains records documenting completion of various training courses by EMS personnel; prepares and submits documentation for recertification of individual staff members, as necessary.

• Requisitions and maintains inventory of supplies, including computer, medications and apparatus; ensures compliance with established inventory control and security procedures; requisitions and maintains inventory of office supplies. Provides purchasing documentation for departmental supplies to the county finance office as required.

• Responds to emergency calls, performs necessary work in accordance with established protocol for Basic and Advanced Life Support; administers necessary emergency medical care required.

• Serves as Operations Officer, maintaining operations policies, assisting with budget development, ordering supplies and scheduling personnel.

• Updates and maintains Scotland County EMS Systems plan compliance with NCOEMS.

High School Diploma, or equivalency and courses in emergency medical care, with a minimum of five (5) years of experience in emergency medical service work, and emergency management programs including some supervisory experience; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.

Nationally Registered Paramedic, and 4 year Academic Degree desired but not mandatory. Type 1 Emergency Management Coordinator certification desired but not mandatory.

SPECIAL REQUIREMENTS

• Certification by the North Carolina Office of Emergency Medical Services as a Paramedic

• possess a valid North Carolina driver's license. Must attend UNCC EMS Institute for management

• Must respond to emergency events within 30 minutes of notification

Physical Requirements:

Must be able to exert a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually involves walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work. On occasion when functioning in the capacity of a field medic, must be physically able to lift a patient and stretcher of a minimum weight of 150 pounds.

• Must possess and maintain a valid driver’s license;
