Qualifications

Description

The Maryland-National Capital Park and Planning Commission is a nationally recognized and award-winning agency providing land use planning; stewardship of natural, cultural, and historic resources; and delivery of recreation programs to the communities it serves. The Maryland-National Capital Park and Planning Commission, Department of Parks and Recreation in Prince George's County has an opening for a highly visible General Management position that will oversee the Prince George’s Sports and Learning Complex. The Sports and Learning Complex is one of the Commission’s largest facilities in Prince George’s County. This high-level leadership position will be responsible for developing strategic direction and implementing safe and diverse recreation programs for the residents of the county. Within the facility, this position will oversee a number of functions which include Administrative Services (i.e., Training Grants, Finance/Purchasing, Membership, Human Resources); Program Services (i.e., Aquatics, Gymnastics, and Fitness Operations); Event Services (i.e., Youth & Community Programs), and Operations/Maintenance. The incumbent in this position will work with the management team to develop strategies to ensure continued growth of facility programming and services; and work with the budget team and division management to review and confirm financial expectations and develop budget strategies.

As a supervisor, this position shall direct a unit-wide human resource management, including recruitment, selection, training, mentoring, counseling, discipline, and performance evaluation; and shall manage daily personnel actions and leave while ensuring full compliance with EEO requirements and organizational policies; oversee the work activities of a large staff in the areas of facility management, financial management, food services and facility maintenance; and maintain County, State, Federal compliance with regulations specific to assigned facility (e.g., food service, environmental, aquatics, sports governing bodies); and ensure staff are trained and certified.

The hiring range for this position will be $91,288-midpoint of the advertised salary range and will be based on the candidate's qualifications and experience.

Examples of Important Duties
  • Develop and evaluate programs, conduct surveys; engage with the community and local businesses; meet with vendors; coordinate marketing strategies; and publicize activities and events.
  • Manage the facility’s operating budget; negotiate contracts with individuals or groups; create and establish revenue-generating activities and programs that draw local, regional and metropolitan audiences. Work with facility managers and budget coordinator to improve overall cost recovery for assigned facilities.
  • Connect with various cross-functional teams within the department and in other divisions to accurately coordinate various programs and procedures; lead the development of programs, policy, maintenance, and operational procedures for division-wide facilities.
  • Work with the program director to oversee summer camp programming.
  • Serve as a member of the Aquatics and Athletic Facilities Division (AAFD) Leadership Team and serve as Acting Chief during the absence of the Division Chief.
  • Work collaboratively with Park Planning & Development and serve as the 'Subject Matter Expert' (SME) providing recommendations for various Capital Improvement Projects (CIP)
  • Supervise and train career-level managers and specialists and provide regular mentorship to subordinate staff on facility and employee-related matters (i.e., customer service, disciplinary, training, recruitment and selection, etc.)

Minimum Qualifications
  • Bachelor's Degree in Parks Administration, Recreation Management, Facilities Management, Education, Business Administration, Public Administration, Communication, Marketing, Leisure Services or any related field.
  • Six (6) years of progressively responsible professional experience in a park administration or management facility with three (3) years of supervisory experience.
  • An equivalent combination of education and experience may be substituted, which together total ten (10) years.
  • Valid driver's license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
  • Pass Commission medical exam.
Preferred Qualifications
  • Experience with managing multiple recreational facilities and/or multi-use complexes.
  • Experiencewithmanagingamulti-million-dollarbudgetandcostrecoveryexperienceis preferred.
  • Experience with overseeing a major maintenance and capital improvement program (CIP) for recreational facilities and multi-use complexes
