Montgomery Parks is currently seeking a Recreation/Park Facility Manager I to oversee operations at three well-known community facilities in Montgomery County, Wheaton Ice Arena, Black Hill Boats, and Lake Needwood Boats. This role is part of the Enterprise Team and helps deliver safe, well-run recreational opportunities for the community.

The Recreation/Park Facility Manager I serves on the Wheaton Ice Arena management team from mid-September through mid-March, then manages Black Hill Boats and Lake Needwood Boats from mid-March through mid-September. At Wheaton Ice Arena, the position supports rink operations, including maintenance of the ice surface, ice equipment, and the refrigeration system, as well as the rental skate inventory. Across all three facilities, the manager oversees personnel—including hiring, training, scheduling, and supervising Zamboni drivers, skate guards, and boating staff—as well as administration, budgets, facility and equipment maintenance and repairs, and customer service.

Facility Operations

• Manages overall day-to-day facility operations. Helps develop and implement long-term goals and operational procedures (e.g. hours, rules, safety, etc.).
• Manages and performs proper ice maintenance of the ice surface in coordination with other staff: including resurfacing, measurements, edging, etc. on a regular schedule.
• Coordinates maintenance and repairs of ice rink to include dasher boards, glass, doors, kickplates, hockey boxes, Zamboni doors, threshold, netting, etc. Maintain and repair hockey nets.
• Coordinates maintenance and repairs of boating equipment and boating facilities with mechanics, Construction Supervisor, Facility Management, and others.
• Under the direction of the Ice Arena Operations Manager, assists with preventative maintenance on all ice equipment: perform routine maintenance on two Zambonis and ice edgers as well as basic repairs. Work with mechanics on preventative maintenance and needed repairs.
• Assists with the maintenance of the refrigeration system (Ammonia) and other associated components including compressors, dehumidification units, cooling towers, etc.: perform routine tasks such as record readings and other information. Coordinate with vendors and Ice Arena Operations Manager on preventative maintenance and needed repairs.
• Manages and oversees the Rental Skate Inventory; maintain rental skates by performing regular sharpening, replacing laces, insoles, rivet and recording information. Make recommendations on rental skate replacement and procure them.
• Maintains the skate sharpening machine: keep machine clean and in proper working order. Order replacement stones, filters, diamond tips, etc. as needed.
• Assists other managers with submitting service requests when needed – follow up on work and track progress.
• Monitors facilities activities and rentals. Provide assistance and general customer service to visitors.

Personnel Management

• Supervises designated staff. Recruit, hire, train, schedule, and evaluate seasonal staff.
• Ensures staff complete all required training: ice maintenance, boaters’ safety, CPR and First Aid, customer service, Active Montgomery, etc.
• Provides daily supervision and operational support to the facility.
• Leads customer service efforts and sets expectations for professional, respectful interactions with the public.

Budget, Administration, and Marketing

• Oversees both boat facilities operating budgets and assists Ice Arena Managers with budget formulation of the Ice Arenas’ operating budget for equipment and supply needs.
• Monitors and tracks expenditures. Controls expenditures in accordance with approved budget.
• Obtains price quotes for materials and supplies as well as new and replacement equipment. Makes purchases in accordance with purchasing policies and procedures.
• Performs a variety of administrative tasks such as cash reports (collects and deposits revenues), record facility inventory (boats, life jackets, oars, tools, office supplies, resale, etc.); assists with timecards; document maintenance needs; emergency action plans; employee handbooks; and attendance.
• Prepares financial reports. Assists with recommendation of fees.
• Assists with marketing facilities. Works with marketing staff to promote facilities and amenities through various media outlets including social media; assists with preparation of marketing materials such as brochures, flyers, and giveaways. Updates facilities’ websites.
• Conducts research. Attend professional seminars and training to keep up with industry standards.
• Learns new techniques in maintaining ice rinks, and recommends new/upgrades to equipment for the facility.

Records Management

• Completes maintenance records of all equipment ensure all readings and maintenance is completed and documented.
• Completes Inspection records as well as patrol boat logs as directed by supervisor.
• Completes staff training records including boater’s safety, operating and maintaining ice equipment (Zamboni, edgers), and ice maintenance.

Safety and Compliance

• Ensures overall facilities are clean, safe, and repairs are completed in a timely manner.
• Maintains Air Quality Standards by assisting in the documentation of meter readings.

1. Bachelor’s Degree in Parks and Recreation, Recreation Management, Facility Management, Education, Business Administration, Physical Education, Communication, Leisure Services, or any related field.
2. One (1) year of responsible professional experience working in a facility related to parks, recreation, leisure services, or area of required specialty (e.g., arts, performing arts, tennis, aquatics, ice rinks).
3. An equivalent combination of education and experience may be substituted, which together total five (5) years.
4. Valid driver’s license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required of the position.
5. Contingent upon area of assignment, some positions in this class may require valid: (a) operating license (e.g., county pool operator, childcare license) as appropriate; (b) First Aid, CPR, and automated external defibrillator (AED) certifications; or (c) certifications as related to assignment (e.g., Lifeguard Instruction, Fundamentals of Gymnastics).
6. Pass Commission medical exam.

Working Conditions: Works inside and outside an assigned facility which may operate seven days per week. Works extended hours, evenings, weekends and holidays. On call to respond to emergency situations as required.
