Job summary

The Maryland-National Capital Park and Planning Commission’s Prince George’s County Department of Parks and Recreation is seeking an Equipment Operator I - CDL to join the Critical Projects Team. Job description

The Maryland-National Capital Park & Planning Commission is a bi-county agency servicing both Montgomery and Prince George’s Counties. Prince George’s County, the public’s recreation programs are developed and maintained by the Department of Parks and Recreation.

In this role, you’ll work with a team to complete projects, construct and perform maintenance and repairs on stormwater structures, operate commercial vehicles, and help to complete construction project renovations all while having a positive impact on our county’s climate resilience.

The Maryland-National Capital Park and Planning Commission (M-NCPPC) is a six-time National Recreational and Parks Association Gold Medal Award Winner. The Department of Parks and Recreation, Prince George’s County, administers thousands of acres of park land; a wide collection of facilities ranging from the oldest continuously operating airport in the world to a minor league baseball stadium; community centers; large multi-generational facilities; and even the recreational programming opportunities within the county. This position falls within the Facility Services Division (FSD), the largest Division within the Department of Parks and Recreation, Prince George’s County. We provide high-quality maintenance and support services for all parks and recreation facilities. FSD has six (6) major work areas: Fleet Management, Buildings & Structures (Trade Shops), Horticulture & Forestry, Major Maintenance & Inspection, Critical Projects (Heavy Equipment, Sustainability, Aquatic Maintenance), and the Administration section.

Equipment Operator I - CDL will join the Critical Projects Team within the Facility Services Division. The successful candidate will work under general supervision performing equipment operation work involving moderate responsibility, complexity, variety, and dexterity. They will operate light-to-medium equipment (e.g., attachments, dump truck with plow, skid steer front-end loader and water trucks) and light equipment such as jack hammers, gas powered saws and chainsaws, and hand tools to perform construction, renovation, grading, and maintenance work in parks. This work is highly collaborative in nature and requires an effective team player.

Safety

• Utilizes specific personal protection equipment such as foot protection, respirator, or protective eye wear; ensures safeguards are in place.
• Ensures safe and efficient work practices are followed in work areas and sites as well as methods of machine operation, maintenance, and storage.
• Performs critical American with Disabilities Act (ADA) work to remove barriers and maintain compliance.

Operation / Maintenance of Tools and Heavy Equipment

• Operates heavy equipment on projects requiring less skill and complexity, such as large bulldozers, motor graders, road graders, dump trucks with plow, water trucks and other heavy equipment to perform routine construction and maintenance work such as ground excavation work, raising or lowering terrain to specified grade.
• Operate medium and light equipment such as skid steer, front-end loader, dump trucks with plow and water trucks, and hand tools/light equipment such as jack hammers, gas powered saws and chainsaws to perform construction, renovation, grading, and maintenance work in parks.
• Transport and haul materials and equipment to and from job sites by operating dump truck and low boys to haul, transport, stockpile, and dump materials (e.g. sand, gravel, rock, salt).
• Operate forklift and front-end loaders to load trucks with lumber, gravel, dirt, asphalt, mulch and other materials.
• Operate trucks with snowplow attachments to remove snow and ice from roads, driveways, and parking lots.
• Inspects and reports on equipment and vehicle needs daily.
• Provides periodic maintenance of small equipment and tools.

General Labor and Administrative Tasks

• Identifies equipment needs for assigned projects; may work under the guidance and direction of an Equipment Operator II.
• Follows blueprints, engineering drawings, sketches, or stakes marked in the ground
• May coordinate and lead project work of park/general maintenance or seasonal crew workers.
• Receives oral and written work orders for equipment assignments.
• Performs manual labor related to equipment operation (e.g., assists in laying and finishing asphalt, concrete and storm water maintenance.
• Works with supervisors, project managers, architects and engineers to review plans and interpret blueprints, engineering drawings, sketches, ground stakes, and specifications to plan and establish work priorities. Recommend changes to improve work projects.
• Performs routine safety inspection and maintenance of vehicles and equipment; fill fuel tanks, lubricate parts and equipment, and checks all fluid levels.
• Under direct supervision, works with crew members on tasks related to grading, construction projects, trails and other specialized assignments within the parks.
• Conducts maintenance and repairs on stormwater structures such as dry ponds, submerged gravel wetlands, bioretention swales, wet ponds, and rain gardens using stormwater BMP’s.
• Maintains knowledge of current practices, equipment, and technology related to job duties through certification, training, and continuing education programs; attendance at professional seminars and conferences; and informal exchanges of professional information.

Important Skills and Characteristics

• Knowledge of: (1) equipment operation procedures and characteristics; (2) Commission organization, policies, and procedures*; (3) standards of Maryland Occupational Safety and Health (MOSH) and Occupational Safety and Health Administration (OSHA), and Department of Motor Vehicles of specialized equipment used in equipment operation and safety.
• Skill in the operation of bobcat, skid steer, dump truck, front-end loader, roller, tractor-trailer truck, tractors with various attachments and other light-to-medium equipment and machinery and small power equipment.
• Ability to: (1) direct and follow verbal and non-verbal instructions; (2) understand a system of procedures; (3) read and write routine reports; (4) take lead on small projects; (5) provide customer service; and (6) review blueprints.
• Skill in problem solving to select, organize, and logically process relevant information (verbal, numerical, or abstract) to solve a problem. Examples include identifying equipment needs for assigned projects and following blueprints, engineered drawings, sketched, or stakes marked in the ground to perform equipment operation work.
• Skill in communication to understand verbal and written information (including facts, descriptions, and ideas) and to express such information verbally so that others will understand.
• Interpersonal skills to interact effectively; this includes skill in establishing and maintaining effective working relationships and working as a member of a team.

Working Conditions

Incumbents in this position must frequently remain in a stationary position, move about inside the office and outside, operate vehicles, tools and equipment, ascend and descend ladders, position self to complete manual work, move equipment, tools and supplies weighing up to 49 pounds and work in outdoor weather conditions. May be exposed to weather, dirt, waste, odors, caustic chemicals, pesticides, wildlife, and potentially harmful insects. This position will be required to report during snow/weather events.

Qualifications

• An equivalent combination of education and experience.
• Must possess a Commercial Driver's License (CDL) with appropriate endorsements at time of employment.
• Successfully pass Commission medical examination.
