Assistant Director, Project Controls

Agency: Construction & Development

Reports to: Director, Project Controls

Work Location: 2 Broadway, New York, NY

Hours: 8:30 AM to 5:00 PM (or as required, 7.5 hr/day)

Grade: 05

Salary: $117,510 to $146,888

Position Summary

The Assistant Director, Project Controls has decision‑making authority for cost, schedule, and risk management within the functional area. Responsibilities include high‑level analysis, strategic recommendations, and support for overall project delivery. The role may require travel to other MTA locations or external sites and is eligible for telework, one day per week, subject to new hire policies.

Responsibilities
  • Assist Director and project leadership in proactive cost, schedule, and risk management support to Program Director and Technical Services.
  • Provide oversight of project delivery performance relative to Project and Contract Baselines; apply effective project control practices.
  • Offer cost, schedule, and risk management input during the Select‑Phase stage to optimize project configuration.
  • Lead front‑end‑loading activities to mitigate risk and realize opportunities in defining projects and execution strategies.
  • Oversee project delivery performance against Project Baselines and ensure appropriate project control practice is applied.
  • Work cross‑functionally to solve problems and implement changes; analyze decisions and actions from project outcomes.
  • Work proactively with Agency and Development to resolve complex issues.
Qualifications
  • Bachelor’s degree in Engineering, Architecture, Construction, Project Management, Business Administration, Transportation, or related field.
  • Minimum 8 years of related experience.
  • Minimum 4 years in a management or supervisory role and/or project manager role in a large, multi‑faced organization.
  • Preferred experience in project management or project controls with highly complex systems.
  • Proven ability to collaborate with stakeholders and drive outcomes.
  • Excellent communication, interpersonal, team‑building, listening, problem‑solving, and prioritization skills.
  • Ability to work in a high‑profile, high‑pressure environment effectively.
  • Leadership and change‑agent capabilities with innovative thinking.
