The Assistant Director, Payroll will assist in overseeing the day-to-day operations of the Payroll Department, ensuring the accurate, compliant, and efficient processing of payroll across all PAGNY sites. This position supports strategic payroll initiatives, process improvements, and compliance with internal and external regulations. The role acts as a key advisor and operational leader within the Payroll team, interfacing with HR, Finance, and site operations to ensure excellence in payroll administration.
Opportunity Details:
Oversee and support the daily operations of the payroll function, including time card review, audits, earnings code management, and bi-weekly payroll processing.
Ensure adherence to federal, state, and local payroll laws, union requirements, internal compliance, and confidentiality policies.
Assist in the training and supervision of payroll staff, including onboarding new employees to payroll systems such as ESS (Paycom).
Collaborate with HR and Operations to address payroll-related inquiries, support labor allocations, manage PTO profiles and accruals, and calculate retroactive payments, adjustments, and payouts.
Provide guidance on payroll tax laws, and ensure proper implementation of payroll tax policies, procedures, and internal controls.
Evaluate payroll operations and recommend process improvements to enhance accuracy, efficiency, and user experience.
Support cross-departmental reconciliation of payroll data and ensure consistent and timely reporting.
Generate and analyze payroll reports for internal stakeholders, sites, and leadership; fulfill ad hoc reporting requests.
Serve as a key resource for resolving complex payroll issues and inquiries across all PAGNY sites.
Maintain confidentiality of payroll records and sensitive employee information.
Assist with system optimization initiatives in Paycom and other HRIS platforms to support scalable payroll operations.
Participate in strategic planning with the Payroll Director, CFO, Senior Director of Finance, and Director of Accounting to align payroll practices with organizational goals.
