Job summary

Florida A&M University seeks a Payroll/Tax Administrator to establish and maintain payroll tax and HR vendor accounts payable records and ensure compliance with all tax guidelines.

The role involves processing payroll deductions, preparing journals, and coordinating with the Financial module and PeopleSoft to ensure timely, accurate filings and reporting for annual statements and tax reports.

Qualifications

  • Bachelor’s degree in an appropriate field and four years of related experience or Master’s degree with two years of related experience.
  • State of Florida CPA certificate may be required or added for some positions.

Job description

Position Vacancy Announcement

Responsibilities

Responsible for establishing and maintaining payroll tax and HR vendor accounts payable records and ensuring that the University complies with federal, state and local tax guidelines and regulations; Ensures that all tax, health care and retirement EFTs are made to agencies accurately and on time; Responsible for ensuring garnishment payments are set up correctly so that the proper amount is deducted and that the payments are sent to the vendor in a timely manner as required by law; Processes payroll deduction vouchers for each payroll, including off cycles, to make sure they are sent to AP in a timely manner for payment; Responsible for sending the HR accounting lines to the Financial module for each payroll, creating the payroll journal, and reconciling the journal to the totals in HOM; Corrects any chart field and budget errors as needed in a timely manner before posting the journal to the GL; and, responsible for creating the encumbrance accounting lines in HCM biweekly and sending the lines to the Financial module.

Corrects any chart field and budget errors ad needed in a timely manner before validating the journal; Distributes the encumbrance report as needed; Creates and maintains files for nonresident alien employees and students to ensure the proper taxation of these individuals according to federal regulations; Prepares and submits the monthly sales tax report to the State of Florida, including setting up the online payment; Collaborates with technical staff to ensure PeopleSoft tax tables are current; Prepares and submits quarterly reports for federal payroll taxes, state unemployment reimbursement, state wage listing and state/federal worksite reporting; and prepares and distributes the annual Unrelated Business Income Tax Report.

Prepares and distributes the annual W2 and 1042-S information reporting statements in a timely manner to employees and the Social Security Administration; Processes requests for duplicate W2 statements throughout the year; Prepare and distribute W2c statements as needed to the affected employees and the SSA for changes made to previously reported wages and withholdings; Makes corrections to employees' records in HCM as needed when new information is received from the Division of Retirement or the FAMU Payroll Office; Processes refunds of taxes and other deductions and submit to the Payroll Office; Prepares reports and uploads for the Financial Statements team to assist with the annual financial statements; and, identifies, researches and reconciles discrepancies in liability accounts.

Minimum Qualifications

Bachelor's degree in an appropriate area of specialization and four years of related experience; or master's degree in an appropriate area of specialization and two years of related experience. Positions assigned to this class specification additional requirements may be added such as possession of a State of Florida CPA Certificate.

  • Knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules and regulations;
  • Knowledge of the concepts, principles, and practices of management;
  • Ability to evaluate process effectiveness and develop change or alternatives;
  • Knowledge of and the ability to interpret and apply related University policies, procedures, principles, and practices; and,
  • Ability to represent the University in the appointed area as required.
Pay Plan

This is an Administrative and Professional (A&P) position.
