Job description

Reporting to the Associate Administrator of Psychiatry and Behavioral Sciences we are seeking an Assistant Administrator - Clinical who will manage and leads the financial activities of the Department and is responsible for financial planning, financial improvement initiatives, financial reporting, financial analysis and fiscal planning. The role includes cross-functional responsibilities for the finances for Johns Hopkins University (JHU) and Johns Hopkins Health System. Directly supervises individuals in the areas of financial analysis and sponsored research administration. This position also has a dotted reporting relationship to the Chairman, Administrator, and Finance Director relating to the day-to-day, monthly and fiscal budgeting/reporting processes.

Specific Duties & Responsibilities

Research

  • Directs the Financial development of the department’s sponsored pre- and post-award grant/contract activities with awards averaging in excess of $56 million per year across two campuses.
  • Develops and oversees administrative staff completing sponsored research applications for accurate and timely submission.
  • Monitors the use of resources in accordance with plans, budgets, and grants/contracts.
  • Leads audits and insures department and faculty compliance with research regulations, certification for Human Subjects, Animal Care, Safety, etc. Assures IRB and IACUC numbers and approval dates are valid.
  • Manages competing priorities and meets tight deadlines.
  • Provides accurate data and excellent written documents.
  • Partners with the Vice Chair and individual faculty regarding issues of promotional status, salary level, percent of effort and salary available from grant sources; establishes limits with faculty on allowable practices and procedures.
  • Reviews projects on a monthly basis, assessing cash burn rates, funding requirements, subawards, contract cash and financial commitments.
  • Provides ad-hoc reports to sponsors as requested.
  • Provides guidance regarding the interpretation of applicable contract, grant and cooperative agreement terms and conditions, as well as other administrative rules, cost principles under OMB (including A-21, A-133, A-110), 22CFR226, 22CFR228, and FAR.

Financial

  • In conjunction with the Associate Administrator develops the department’s annual operating budget for submission to the School of Medicine.
  • Responsible for developing systemic methods for monitoring and evaluating financial impact of programs and activities across multiple Psychiatry divisions and provides department level analysis and decisions.
  • Provides analyses to Department leadership on an ad-hoc basis.
  • Maintains various computerized management systems with spreadsheets and databases to track and monitor.
  • Reviews monthly financial statements, corrects errors and informs Division Chair and administrators of any problems or discrepancies and recommends budget adjustments or cost improvement measures.
  • Participates in departmental finance committee.
  • Consistently suggests financial performance improvement opportunities, including revenue growth and expense reduction
  • Assists with monitoring of Division Chair discretionary funds for the preservation of the Division’s teaching, research, and patient care missions.
  • Develops Department strategies for enhancing revenue, philanthropic development, outreach opportunities, and increasing research funding in partnership with Division Medical Directors and Faculty.
  • Develops/reviews departmental clinical service agreement contracts and follows to successful closure, including review of language, adequacy of financial provisions, and dissemination of fully executed contracts.
  • Directs and is a strategic partner in the gathering, analyzing, summarizing, and preparation of financial plans, budgets, cash flow projections, pipeline analyses, and operating forecasts.
  • Performs continuous analysis directed at identification of areas for revenue improvement and cost-savings.

Supervisory

  • Directly supervises a team of six financial managers.
  • Maintains a multi-campus supervisory structure of direct reports on both the East Baltimore and the Bayview Medical Center campus.
  • Develops mutually agreed upon standards of performance for staff activities, appraises performance, and provides direction to ensure effective performance of responsibilities.
  • Plans, monitors, and implements business practices to support the day-to-day operational needs of the division and analyzes staffing patterns and capabilities to effectively and efficiently support the department.
  • Insures a smoothly functioning office; interprets operating policies; exercises independent judgment in the resolution of administrative and research problems. Assists in prioritization of workload.
  • Mentors finance staff with regards to financial accounting and communication skills as needed.
  • Works with Department Human Resources Manager on issues related to hiring/firing, payroll and discipline.

Other

  • Provides assistance to Associate Administrator, Administrator and Vice Chair on special projects or tasks, e.g. IDC recovery review, billing initiatives, account clean-up, space surveys, review of telecommunications, review of GCMS default accounts, etc.
  • Works collaboratively with faculty and staff to coordinate operational and administrative issues related to business planning, financial analysis, revenue enhancement activities, and multidisciplinary clinical and research activities.
  • Manages several projects simultaneously and ability to meet several concurrent deadlines.


Minimum Qualifications
  • Bachelor's Degree in Business, Finance, Accounting or other related field.
  • Seven years progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources of a department, center, or unit, including 2 years financial management experience (e.g., planning, directing, monitoring, organizing, and controlling monetary and non-monetary resources). Supervisory experience strongly preferred.
