Assistant Administrator - Clinical

Reporting to the Associate Administrator of Psychiatry and Behavioral Sciences, we are seeking an Assistant Administrator - Clinical who will manage and lead the financial activities of the Department. Responsibilities include financial planning, improvement initiatives, reporting, analysis, and fiscal planning. The role involves cross-functional responsibilities for Johns Hopkins University (JHU) and Johns Hopkins Health System. Direct supervision is provided to individuals in financial analysis and sponsored research administration, with a dotted reporting relationship to the Chairman, Administrator, and Finance Director concerning budgeting and reporting processes.

Specific Duties & Responsibilities

  • Directs the financial development of the department’s sponsored pre- and post-award grant/contract activities, managing awards averaging over $56 million annually across two campuses.
  • Oversees administrative staff in completing sponsored research applications accurately and timely.
  • Monitors resource use in accordance with plans, budgets, and grants/contracts.
  • Leads audits and ensures compliance with research regulations, certifications, and approvals, including IRB and IACUC.
  • Manages competing priorities and meets tight deadlines.
  • Provides accurate data and well-written documentation.
  • Partners with faculty regarding promotional status, salary, effort, and grant-funded salary allocations, establishing limits and procedures.
  • Reviews projects monthly, assessing cash burn, funding needs, subawards, and financial commitments.
  • Provides ad-hoc reports to sponsors as needed.
  • Guides interpretation of contract, grant, and administrative rules, including OMB, 22CFR, and FAR regulations.

Financial

  • Develops annual operating budgets with the Associate Administrator for submission to the School of Medicine.
  • Develops methods for monitoring and evaluating financial impact across divisions, providing analysis and decision support.
  • Maintains management systems with spreadsheets and databases for tracking and monitoring.
  • Reviews monthly financial statements, corrects errors, and advises leadership on discrepancies and budget adjustments.
  • Participates in finance committees and suggests performance improvement opportunities.
  • Monitors discretionary funds for division missions.
  • Develops strategies to enhance revenue, philanthropy, outreach, and research funding in collaboration with faculty and directors.
  • Reviews clinical service contracts for language, financial provisions, and execution.
  • Prepares financial plans, budgets, cash flow projections, and forecasts, analyzing revenue and costs for improvements.

Supervisory

  • Supervises six financial managers directly and maintains a multi-campus supervisory structure.
  • Sets performance standards, appraises staff, and provides guidance for effective responsibilities.
  • Supports operational needs, prioritizes workload, and mentors staff in financial and communication skills.
  • Works with HR on hiring, firing, payroll, and discipline issues.

Other

  • Assists with special projects such as IDC recovery, billing, space surveys, and account reviews.
  • Coordinates operational issues related to business planning, financial analysis, revenue, and multidisciplinary activities.
  • Manages multiple projects with concurrent deadlines.

Minimum Qualifications

  • Bachelor's Degree in Business, Finance, Accounting, or related field.
  • Seven years of progressively responsible professional-level administrative and financial experience, including 2 years in financial management. Supervisory experience preferred.
