Main Purpose of Job

To appraise residential real property at fair market value for use in the calculation of real property taxes.

POSITION DUTIES
  • Inspects residential real property and records technical details of property to update & maintain departmental property records following established guidelines as defined in the Maryland Assessments Procedures Manual.
  • Prepares & conducts appeal hearings at the Supervisor, Property Tax Assessment Appeals Board & MD Tax Court levels to defend the department's estimate of value following procedures described in the Maryland Assessment Procedures Manual.
  • Records & technical data into the Assessment Administrator & Valuation System (AAVS) to maintain & update departmental property records in accordance with Departmental procedures.
  • Analyzes existing market data & applies standard appraisal techniques to determine the value of land or buildings in accordance with the Annotated Code of Maryland Tax Property Article and the Maryland Assessments Procedures Manual.
  • Interviews property owners by telephone and in person to gather and verify assessment related information following established procedures.
  • Determines current and base full cash values for residential new construction following established procedures using the AAVS and other property valuation tools.
  • Inspects new residential construction and records technical details of property for the purpose of adding new improvements to the assessment following established procedures.
  • Provides assessment related information to the general public to explain assessment valuation techniques, departmental and local office policies and legal mandates regarding property valuation.
MINIMUM QUALIFICATIONS
  • Experience:�Four years of appraisal experience involving the valuation of real property.
  • Note:�Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS

Desired and Preferred

  • Practical background in real estate, property appraisals, construction types/methods, and statistical analysis.
  • Strong working knowledge of the Microsoft Office Suite (with an emphasis on advanced Excel functions) and the ability to confidently run and create database queries.
  • Willingness and physical ability to work outdoors for site visits, combined with a working knowledge of�Worcester County's geography, neighborhoods, and local landscape.
  • Excellent active listening and customer service skills to effectively communicate with property owners, local officials, and the public.
  • Highly dependable problem-solver with exceptional attention to detail and the time management skills necessary to balance independent field work with desk-based reporting.

This position is located in Worcester County.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS
  • 1. Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.
  • 2. Upon appointment to positions, employees in this classification that possess a real estate broker or sales license, or a license to sell insurance, will be required to put the license in an 'Inactive' status.
  • 3. Employees in this classification are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation.
