Our goal is to provide useful information concerning property located within the City of Racine, and the assessment process.
Position Purpose
Under the direction and supervision of the City Assessor, performs technical, clerical and real estate property appraisals and assessments in the City of Racine.
Perform work on special projects in a support capacity as assigned by the City Assessor.
Essential Duties
Essential Duties
- Maintain the real property listing for the City of Racine, including accurate legal descriptions for all parcels.
- Maintain accurate ownership records for residential and commercial properties by:
- Uploading sales data from the DOR.
- Searching Register of Deeds office records for non-sale transfers.
- Verifying the chain of title and legal descriptions.
- Ensuring accuracy of deed and E-RETR information.
- Manually entering deeds as needed.
- Maintaining property class changes.
- Prepare parcel splits/joiners annually, including updating plat maps and record cards.
- Assign or remove parcel numbers as needed and notify appropriate agencies.
- Update and maintain assessment records, including sales validation for Wisconsin DOR reporting.
- Research legal descriptions using records from:
- Register of Deeds Office
- Municipal Courts
- Probate Courts As requested by title companies, attorneys, etc.
- Perform appraisal and assessment work to establish accurate, uniform property valuations.
- Physically view, measure, and list residential properties to determine market value using accepted appraisal methods.
- Conduct ratio studies and neighborhood analysis studies.
- Upload and maintain building permit records relating to real property; assist staff assessors with related information.
- Respond to public inquiries regarding assessments and property records, providing excellent customer service.
- Provide essential information and reports to:
- City and County departments
- Real estate brokers
- Appraisers
- Tax consultants
- Accountants
- Lending agencies
- Title and abstract companies
- Other interested parties
- Notify the Milwaukee Department of Revenue of any changes in ownership or classification of manufacturing properties.
- Prepare and mail correspondence, forms, reports, and input data.
- Verify accuracy of computer printouts during real estate assessment roll preparation.
- Process and assist with mailing of assessment notices and general office mail.
- Assist with real estate reassessment procedures and prepare the annual Assessor’s Statistical Report for the Department of Revenue.
- Prepare and mail 70.11 exemption forms; maintain exempt property list.
- Process accounts payable and prepare office requisitions.
- Perform general office duties including:
- Filing
- Organizing
- Maintaining file records
- Processing mailing address changes
- Maintain a consistent and reliable attendance record.
Conditions Of Employment
Normal office working environment with exposure to stressful conditions. Some exposure to adverse weather conditions when working in the field.
Qualifications
MINIMUM QUALIFICATIONS:
- High school diploma or its equivalency.
Preferred Qualifications
- One-year experience in real estate related work desired.
Knowledge, Skills, And Abilities Required
- Knowledge of clerical and technical work related to real property assessments, including:
- Legal descriptions
- Plats
- Subdivisions
- Mapping
- Ability to compile and maintain complex records and reports.
- Ability to interact effectively with the public and answer questions regarding departmental policies and procedures.
- Ability to pass a data entry skill test.
- Proficiency with computerized record systems and personal computer software, including:
- Word processing
- Database management
- Spreadsheets
- Knowledge of business English, spelling, and arithmetic
Special Requirement
Current Certification by the Wisconsin Department of Revenue at a minimum level of Assessment Technician and obtain Certification by the Wisconsin Department of Revenue at the level of Assessor I or Assessor II within 3 months of hire.
Possess a valid Wisconsin driver’s license and reliable motor vehicle with adequate insurance coverage
