Job description

The Assessment Agent I oversees Street Lighting Districts, Private Street Signage Process, manage, establish and maintain databases for road paving, street lighting, water, wastewater and other Municipal Service Benefit Unit (MSBU) and special assessment districts. Calculates interim assessments, reviews, and authorizes payment of various assessment invoices. Assists with the acquisition/disposition of real property associated with Capital Improvement Projects such as road construction and widening, parks, stormwater, utilities, and other facilities. Assist with and/or manage aviation and/or real property leases, prepare required documents, and create invoices; process traffic counts; and assist with record archiving.

  • Full-time, in-person position based in Lecanto, Florida. Scheduled hours are Monday through Friday, 8:00 AM to 5:00 PM, with the option to go to four 10-hour shifts, weekdays, after successful completion of the probationary period.
  • Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws.
  • Implements, coordinates, and manages effectively, assessment districts for road paving, street lighting, water, wastewater, neighborhood beautification, fire, solid waste, stormwater, and other MSBU's, and special assessment districts as required.
  • Establish and maintain databases for road paving, street lighting, water, wastewater, neighborhood beautification, fire, solid waste, stormwater, and other MSBU’s and special assessment districts as required.
  • Calculates accurately assessment costs for properties within an MSBU/assessment district, square footage and acreage, interim assessment payments, and conducts costs analysis.
  • Reviews petitions against established criteria. Prepares routine and specialized documents and reports including, but not limited to, voting ballots, assessment rolls, cost summaries, notification letters for public advertising and hearings.
  • Prepares resolutions, agenda items, and perform other related administrative functions.
  • Assists with the acquisition/disposition of real property associated with Capital Improvement Projects such as road construction and widening, parks, stormwater, utilities, and other facilities.
  • Assists with all phases of land acquisition/disposition.
  • Reads and interprets legal descriptions of property.
  • Capacity to research and understand property deeds and title chain of ownership.
  • Assists with and/or manage aviation and/or real property leases, prepares required documents, and creates invoices.
  • Assist with and/or manage the Tax Deed Process.
  • Reviews and authorizes payment of various invoices.
  • Process traffic counts, assist with record archiving and cross train in various Land Section duties.
  • Performs other duties as required.
Education, Training, and Experience
  • High School Diploma or GED equivalent.
  • Formal training, special courses or self-education that is equivalent to satisfactory completion of one (1) year of college education or specialized, advanced training.
  • One (1) year experience in researching and supporting project development.
  • Two (2) years of contract and lease document management experience

  • Ability to read and interpret statutes.
  • Must have strong customer service skills.
  • Ability to effectively communicate (verbally and in writing) in a clear, confident manner using proper grammar.
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have working knowledge of computers and be familiar with Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.) and other relevant software.
Licenses and Certifications
  • Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS); and
    • IS-700.b: An Introduction to the National Incident Management System
    • IS-800.c: National Response Framework, an Introduction
Physical Requirements/Work Environment
  • Requires a combination of sitting, standing, and walking.
  • The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
  • The job requires frequent bending, squatting, balancing, and occasional twisting and reaching above shoulders.
  • The job requires the completion of tasks that involve typing, simple grasping, operating foot controls/levers, and driving automotive equipment.
  • The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.

Emergency Response/Recovery Activities
  • All employees will be required to work before, during, or after an emergency.
