The Asian Prisoner Support Committee (APSC ) was founded in 2002 to provide culturally competent services to the currently and formerly incarcerated Asian and Pacific Islander (API) community. APSC has evolved and grown into a leading organization at the intersection of criminal justice, immigrant justice, and anti-detention/deportation for Asian Pacific Islander communities. With over 20 years of experience conducting organizing activities within California prisons, APSC is recognized as a national model for criminal justice transformation. About Asian Americans for Civil Rights and Equality

The Asian Americans for Civil Rights and Equality (AACRE) network was launched in 2014 to focus on long-term movement building, capacity infrastructure, and leadership support for Asian Americans committed to social justice. Including APSC, there are currently 13 partnering member groups with unique strengths. Fiscal sponsorship, administrative, and operational support is provided centrally for all of these groups so they can focus on their core programs. Staff hired under APSC will be employees of AACRE.

Position Overview

In-Prison Program Manager reports to the APSC Deputy Director, and provides leadership and operational oversight for in-prison programs serving impacted persons within incarceration. This role supervises the In-Prison Program Coordinator and ensures the effective delivery of individualized reentry services, cross-functional collaboration, and mission-aligned programming. The Program Manager is responsible for program quality, effective in-prison program operations, and continuous program improvements to provide meaningful impact. This position may also oversee consultants, volunteers, fellows, or temporary staff supporting APSC programs.

Key Responsibilities

• Provide direction and day-to-day oversight of in-person and APSC programming.
• Establish program goals and work directly with program coordinators to ensure alignment with organizational priorities.
• Develop, implement, and refine program operational procedures, and workflow to maintain program effectiveness. Monitor program data and outcomes to assess effectiveness and drive continuous improvement.
• Partner with the R2R program team to support the management of cross-functional intake, assessments, and individualized reentry planning processes.
  • Ensure coordinated support for participants across immediate, short-term, and long-term needs, including education (GED and higher education enrollment), financial literacy, housing stability, healthcare access, public benefits, and other essential life needs.
  • Ensure appropriate levels of support are delivered, including high-touch case management for individuals requiring intensive assistance and structured annual follow-ups for those needing ongoing (lower-touch) support.
• Strengthen cross-functional collaboration with R2R program staff and other internal teams to ensure seamless service delivery and adherence to operational procedures.
• Ensure effective referral pathways to volunteer opportunities, fellowships, and external community-based resources.
• Support in advocacy efforts for individually-impacted campaigns and policy changes.
• Oversee and supervise the In-Prison Program Coordinator position, including assigning and directing work, setting clear expectations, offering regular feedback, and ensuring supervisory practices align with organizational policies

Seasonal & Special Programs

• Provide direction for seasonal and ongoing initiatives, as assigned.
• Ensure programs are well-coordinated and aligned with mission and budget parameters.
• Support strategic planning for program expansion and sustainability.
• Oversee and support public-facing engagement efforts related to APSC programming.
• Provide guidance on presentations, panel participation, content development, and storytelling that uplifts program impact and organizational mission.
• Ensure messaging aligns with APSC values and strategic communications priorities.

Administration & Organizational Collaboration

• Manage program budgets and monitor expenditures in coordination with leadership.
• Contribute to grant reporting and funder presentations, as needed.
• Coordinate with development, communications, and operations teams to integrate program activities across the organization.
• Perform additional administrative, programmatic, and event-related duties, as assigned.

Required Qualifications

• High school diploma, GED or equivalent education.
• 2+ years of program management and supervision experience for a nonprofit organization.
• 2+ years of experience directly working with impacted individuals.
• Experience in community organizing and building strong community relationships/partnerships.
• Database management experience and proficiency in Google Workplace (Gmail, Calendar, Google Docs, Google Spreadsheet, etc.)
• Comfortable with learning new online programs, applications, databases and systems.
• Excellent time management and organizational skills.
• Ability to work both independently and with a team effectively.
• Strong project management skills in event planning, leading and implementing program goals and objectives.
• Ability to learn quickly and adapt to evolving program environments.
• Demonstrated understanding of in-prison social dynamics, culture, and institutional politics, with the ability to navigate complex environments to support mediation, de-escalation, conflict resolution, and relationship building.

Preferred Qualifications

• Associates Degree or higher
• Experience in proactively engaging with community coalitions.
• Lived experience in being a formerly impacted person within incarceration.
