Job summary

Job description

General Summary

Performs most of the duties of the positions at the senior level but is not expected to function at the same skill level and usually exercises fewer independent discretions and judgment in matters related to work procedures and methods. Required to have some prior related experience including Temporary Certified Wyoming Tax Appraiser status. Performs a variety of duties involved in the appraisal of real estate at fair market value based on gathered data and market conditions. Reviews real property and mobile homes, performs field work, and assists customers.

Essential Duties and Responsibilites
  • Lists and appraises real property. Establishes market value of property and determines fair and equitable market values. Lists new construction using the state computer system.
  • Assesses personal property for industrial and commercial entities. Performs audits of personal property renditions. Explains market value of real estate and personal property to taxpayers. Provides customer service regarding assessment and taxation.
  • Monitors, reviews, and updates cost table maintained by the Department of Revenue, State of Wyoming. Conducts the annual review and performs site inspections.
  • Determines classification of land as non-agricultural or agricultural. Reviews agricultural properties determine fair market value of new land parcels generated by property splits or the creation of new subdivisions.
  • Locates properties throughout the County using a global portion system (GPS), legal descriptions, records, maps, and photographic. Visits properties and interviews owners to obtain factual information on properties consistent with appraisal form. Makes visual inspection and reviews property, evaluating the construction quality and type.
  • Works with various County record systems for research and records retrieval. Assists in the research of land and improvement records for inclusion in appraisal reports.
  • Meets with commercial property owner/manager to ensure properties are classed appropriately by use and content. Photographs structures to show proper perspectives and for inventory purposes.
  • Reviews all new subdivisions’ review all special districts with the district’s Board of Directors. Coordinates with the Department of Revenue all assessments and mill levies regarding special districts.
  • Performs related duties as required.
Minimum Qualifications
  • High School Education or Equivalent
  • Specialized training in the fundamentals of Real Property Appraisal with 3-4 years of experience assessing property is preferred, but not necessary.
  • Ability to communicate effectively and maintain productive working relationships.
  • Must have or be able to obtain temporary certification as a Wyoming Tax Appraiser within the first year, or soon thereafter.
  • Strong computer and records management skills a plus
  • Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities
Required Licenses Or Certifications
  • Class C driver’s license and a clean driving record.
