We currently have an opening for an Applications Systems Specialist. This is an anticipated vacancy, expected to become vacant on 5/1/25.

The primary responsibility of the Applications Systems Specialist is to provide software support to the Division of Motor Vehicles (DMV) – State Automated Driver License System (SADLS) business unit, supporting DMV business processes.

Duties include, but are not limited to:
  • Technical and analytical work in developing, designing, and supporting SADLS applications for the business, research, and instructional functions of clients.
  • Partnering with business systems analysts and managers to gather requirements and design applications within state standards, including managing application system implementation projects.
  • Collaborating with management and technical architects to define and design applications to meet SADLS automation requirements.
  • Coaching and mentoring other analysts by sharing knowledge of applications and technical skills.
  • Supporting the SADLS Help Desk and providing on-call support during batch cycles.

Note: The candidate must reside in North Carolina at the time of hire.

Knowledge, Skills, and Abilities

Applicants must demonstrate experience in:

  • Programming and developing Mainframe applications using COBOL, DB2, CICS, and JCL.
  • Writing and translating specifications into programs.
  • Applying SDLC in developing complex applications.
  • Analytical and programming techniques for mainframe applications.
  • Reviewing user requests to design programs/systems.

Preferred skills include knowledge of CICS SOAP Web Services, REST API development, and IBM's IDz tool.

Minimum Education and Experience

Bachelor's degree in computer science or related field with 4 years of experience, OR associate degree with 5 years, OR a high school diploma with 8 years of experience, with a combination of education and experience as per the guidelines.
