Job summary

The North Carolina Department of Environmental Quality (DEQ) seeks an Applications Systems Manager I to lead its Applications Development Team. This position combines people leadership with hands‑on technical responsibility for developing, modernizing, administering, and supporting enterprise applications used across a department of approximately 1,700 employees.

Qualifications

Bachelor's degree in computer science or an IT related field and five years progressive experience including at least two years of programming and applications analysis or related work; or Associate degree with six years progressive experience including at least two years of programming and applications analysis or related work.

Responsibilities

Lead, mentor, and develop a collaborative application development team while managing priorities, workloads, and performance.
Serve as a working manager and lead developer for enterprise applications across multiple technology platforms.
Guide the full software development lifecycle in an agile environment, from technical requirements and solution design through deployment and ongoing support.
Establish architecture, development, and governance standards that promote secure, scalable, reliable, maintainable, and cost-effective solutions.
Advance application modernization, platform consolidation, and technology improvement initiatives.
Collaborate with DEQ business units, database administrators, security and infrastructure teams, IT managers, developers, vendors, and executive IT leadership.
Translate complex business and technical needs into practical recommendations for technical and nontechnical stakeholders.
