Description Of Work

  • Recruitment Range: $35 - $48 Hour

(equates to $72,800 - $99,840 Annually at 40 Hours/Week)

The State of North Carolina is implementing a new budgeting system, BRIDGE, built on the Oracle EPM platform. To support this transition, OSBM, as part of the Governor’s Office, is seeking a part-time Business Analyst with strong IT skills to assist our existing Business Systems Analyst and provide additional support across several functional areas.

You will be joining a collaborative and driven team that partners directly with agency leaders across NC to shape meaningful outcomes. We offer real opportunities for professional growth. OSBM is a premier place to build your career while making a statewide impact.

The Business Analyst will provide operational and systems support for:
  • IBIS (our current budget system)
  • The BRIDGE implementation project (Oracle EPM)
  • Our Grants team
  • Other IT tools, workflows, and processes across the organization

This role is ideal for someone who enjoys working in a dynamic environment, can adapt quickly, and has strong communication and problem-solving skills.

Key Responsibilities
  • Provide day to day functional and technical support for IBIS and BRIDGE.
  • Assist with business process documentation, project implementation and user support related to the BRIDGE rollout.
  • Support Grants-related systems, workflows, and reporting needs.
  • Administer various IT tools.
  • Collaborate with teams to troubleshoot issues, identify improvements, and ensure smooth system operation.
  • Perform other duties as assigned.

  • Clear communicator with an ability to translate between technical and non-technical audiences.
  • Experience as a Business Analyst, IT Analyst or similar role supporting enterprise systems or financial tools.
Knowledge Skills And Abilities/Management Preferences

  • Experience working with business users to gather and translate business requirements into technical documents and solutions.
  • Experience troubleshooting technical/system issues and communicating solutions clearly.
  • Familiarity with Smartsheet (sheets, automation, forms).
  • Experience with one or more of the following: budgeting, financial systems, grant management, accounting systems or similar areas.
  • Experience working with data and reporting tools.

Bachelor’s degree from appropriately accredited institution in a discipline related to the area of assignment with two years of programmatic experience related to the area of assignment; or an equivalent combination of training and experience.
