Job description

The City of Oceanside is accepting applications for the position of APPLICATIONS ANALYST II. This position will work in our Information Technologies Department. Under direction of the Information Technologies Division Manager, the successful candidate will provide technical operational support to City departments related to workstation deployment and configuration, software installation and licensing, user account administration, peripheral and mobile device support, and the timely resolution of routine service requests submitted through the City's help desk system. This position serves as the primary IT support resource for the Water Utilities Department, where the candidate will assist with the operation, maintenance, monitoring, and security of the Supervisory Control and Data Acquisition (SCADA) system and its associated networks. In addition to day-to-day operational support, the successful candidate will contribute to special projects including system upgrades, hardware and software lifecycle replacement, vendor coordination, and interdepartmental technology initiatives. This position may provide after-hours support for technology oversight during City meetings, as well as participate in a rotating on-call schedule (approx. 2-3 weeks per year) providing after-hours support for critical City systems operating outside of normal business hours. This position undergoes a comprehensive Police background check which includes polygraph testing.

Employees within this classification perform a full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this classification are expected to have prior related experience.

This position will also perform professional level duties in the analysis, evaluation, design, development, testing, implementation, documentation and maintenance of strategic City computer applications across multiple platforms and technologies; design data and application structures for computer application systems using appropriate design tools; troubleshoot and rectify computer application problems; provides training to end users on use of applications; develop training materials; conduct or coordinate training sessions; evaluate training programs to ensure they are effective in meeting program goals and objectives; maintain and provides technical support for new or current applications; evaluate requests for application enhancements; provide guidance to end users on applications use and operating parameters; manipulate database information at user or management request; as assigned may serve as project lead over all aspects of assigned application development projects; evaluate and assess client needs; identify and allocate resources including staff, equipment and materials; set project priorities, goals and objectives; prepare and present project progress reports for department management; identify problems and issues; recommend solutions; develop extensive administrative analyses regarding City and departmental practices, procedures and operations; perform complex organizational and budget studies; coordinate activities with outside consultants, contractors and agencies; create, maintain and update the City’s web page; create and edit video content for web publishing; develop analytical and statistical reports; analyze, diagnose and resolve complex software issues; manage data integrity and security for software applications; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of information systems and technology.

In addition to the qualifications for an Applications Analyst I:

Knowledge of
  • Principles and methods of computer science and information systems.
  • Methods and techniques of using application design and development tools.
  • Methods and techniques of applications analysis, design, development and programming.
  • Principles and practices of software troubleshooting.
  • Methods and techniques used in the installation, troubleshooting, problem resolution and maintenance of computer applications.
  • HTML, CSS, and Javascript concepts
Ability to
  • Recommend, develop, and implement computer applications.
  • Design software to meet user requirements.
  • Detect, isolate, and resolve application problems.
  • Analyze and assess the technological needs of City departments.
  • Develop, install, troubleshoot and upgrade City applications.
  • Create and develop concise technical documents and reports.
  • Integrate multiple data sets and data designs to individual applications.
  • Independently perform a variety of responsible applications design and development duties.
  • Design training materials.
Experience and Training

Any combination of education, training, and experience that provides the knowledge, skills, and abilities required is qualifying. A typical way to obtain the requisite knowledge, skills and abilities are as follows:

Experience

Two (2) years of responsible information systems analysis or applications development experience.

Training

A Bachelor’s degree with major course work in computer science or a closely related field.

License/Certificate

Possession of, or ability to obtain and maintain, an appropriate, valid California driver’s license with a satisfactory driving record.

Environmental Conditions

Office environment; long periods of exposure to computer screens.

Physical Conditions

Essential functions may require maintaining physical condition necessary for sitting and standing for prolonged periods of time; speaking and hearing to exchange information; visual acuity to read and interpret information.

Selection Process: All properly completed applications will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. Failure to provide all required application materials will result in disqualification from the selection process. The process may include any combination of a written exam, oral interview, and/or skills assessment to further evaluate job-related qualifications. Candidates who successfully complete the selection process will be placed on an eligibility list and will remain eligible for employment consideration for a minimum of six months.

Note: Prospective employees will undergo, and must successfully pass, a full police background reference check (including fingerprinting), polygraph and a medical examination. Drug screening may be required.
