Job description

Application Packaging Engineer

IBM is seeking an experienced Application Packaging Engineer to join our team supporting enterprise Windows application packaging and deployment for a large federal environment within VA's enterprise IT. In this role, you will collaborate with stakeholders to understand business and technical requirements, develop reliable packaging solutions, and ensure seamless integration within the VA's enterprise IT environment.

This role owns the full lifecycle of application packaging - from gathering requirements through building, testing, and deploying production‑ready packages at scale. This is a hands‑on technical role for someone who has lived inside Windows Installer technology and enjoys solving the kind of deep, detail‑oriented problems that come with packaging software for thousands of endpoints reliably and repeatably.

Key Responsibilities:
  • Build silent installation packages in MSI, MST, and MSIX formats and validate them through initial installation testing on Windows 11
  • Engage directly with internal customers to gather packaging requirements and translate them into technical documentation and solutions that scale to a large enterprise environment
  • Perform complete end-to-end packaging activities - source validation, build, testing, deployment, and production support
  • Troubleshoot packaging and deployment issues using ProcMon, MSI verbose logging, and Windows Event Logs; identify root cause and implement corrective action quickly
  • Query and modify Windows Registry as part of packaging and deployment workflows
  • Participate in peer review of packages to ensure quality and consistency with project standards
  • Ensure all prerequisites, dependencies, and organizational packaging/deployment standards are accounted for in every solution delivered.
Required Qualifications:
  • Experience building silent installation packages in MSI/MST/MSIx format and perform installation testing on Windows 11.
  • Preferred 1+ years of IT system administration experience.
  • Knowledge of PowerShell and/or CMD scripting is essential.
  • U.S. Citizen and the ability to achieve Public Trust Clearance at the Department of Veterans Affairs
  • Excellent written and oral communication skills, including strong technical documentation skills
Nice to have skills:
  • Experience with PSADT (PowerShell App Deployment Toolkit)
  • Experience supporting the Department of Veterans Affairs or another federal organization
  • Experience with InstallShield, or other editing tool to create Transforms (.mst)
  • Experience with Flexera AdminStudio
  • Knowledge of ProcMon, MSI logging, and Windows event logs.
  • Prepare, build, update and maintain repeatable, clean virtual machines using VMware vSphere.
  • Understanding of Windows Installer technology (custom actions, transforms, ICE validation, component rules, repair behavior, reboot handling, and logging).
  • Assist in internal peer review of packages. Peer review and QA must be completed to meet project standards.
Preferred Qualifications:
  • 3-5 years of IT system administration experience.
  • Experience supporting Department of Veterans Affairs or other federal organizations
  • Understanding of Windows Installer technology (custom actions, transforms, ICE validation, component rules, repair behavior, reboot handling, and logging).
  • Experience testing, validating, and certifying Windows platform and application compatibility, including interoperability with technologies such as Citrix.
  • Experience performing application performance analysis and troubleshooting using Microsoft and commercial toolsets to evaluate CPU, memory, disk I/O, network latency, and bandwidth utilization.
  • Strong analytical, troubleshooting, and problem‑solving skills with the ability to develop effective technical solutions.
  • Excellent collaboration skills, with the ability to work effectively with customers, stakeholders, and cross‑functional teams in both independent and team‑based environments.
  • Attention to detail - packaging work is unforgiving of shortcuts; small misses in component rules, dependencies, or validation can cause failures at scale across thousands of endpoints.
  • Strong written and verbal communication - you'll be gathering requirements directly from internal customers and need to translate technical constraints into clear, actionable guidance
  • Solid documentation skills - every package and solution needs technical documentation that another engineer (or your future self) can follow without guesswork.

Salary is commensurate with experience.
