Job summary

ECCO Select is seeking an Application Development Manager to guide delivery of critical system changes, enhancements, and issue resolutions in a regulated environment. You will lead cross-functional teams, manage vendor relationships, and ensure IT security and data privacy compliance.

Required are a strong background in .NET/C#, SQL Server, and Azure, with 5+ years in development and 4+ years in a supervisory role. Bachelor’s degree is required; Master’s preferred.

Position Title: Application Development Manager

Position Responsibilities:

As an Application Development Manager, you will oversee and drive the delivery of critical system changes, enhancements, and issue resolutions. Your responsibilities will include:

• Defining project priorities, allocating resources efficiently, and ensuring timely delivery of solutions to business needs.
• Managing vendor relationships to optimize service delivery and business value.
• Collaborating cross-functionally to understand organizational priorities and identify opportunities for continuous system and process improvement.
• Ensuring all development activities and processes comply with IT security policies, data privacy regulations, and SOX/internal audit requirements.
• Leading initiatives aimed at improving system performance, process efficiency, and driving operational excellence.
• Communicating structure, characteristics, and behaviors of software platforms to a range of project stakeholders for greater organizational alignment.
• Preparing and delivering detailed technical specifications that guide solution definition, management, and delivery.
• Proactively monitoring applications to ensure system stability, high performance, and reliable availability, while also supporting ongoing system health.
• Developing comprehensive resource and capacity plans that align with the overall goals and objectives of the business.
• Establishing, communicating, and enforcing development policies, processes, and standards for quality assurance.
• 10+ years of experience in information technology, preferably in highly regulated industries such as insurance or finance.
• At least 5 years in an application development role, with a strong background in software development methodologies, version control, and testing practices.
• Minimum of 4 years in a management or supervisory capacity, demonstrating strong leadership, team management, and a proven track record of success.
• Extensive experience with Microsoft technologies, including .NET, C#, SQL Server, and Azure services.
• Strong analytical and problem-solving abilities, with the capacity to manage complex technical challenges and drive solutions forward.
• Demonstrable skills in multi-tasking, as well as fostering collaborative relationships across multiple organizational levels and departments.
• Excellent verbal and written communication skills, with the ability to translate technical concepts for non-technical stakeholders.
• Knowledge to support various business functions across the enterprise.
• Solid understanding of data privacy, IT security best practices, and compliance frameworks.
• Team player approach with a focus on achieving results and promoting organizational values and mission.

Qualifications:

• Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field required.
• Master’s degree in a related field is preferred.
