Job description

Application Developer

We are seeking an Application Developer to join our Office of Information Technology (OIT) team at the Oregon Department of Education (ODE). This is a permanent position represented by the Service Employees International Union (SEIU). This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. A driver’s license, an acceptable driving record, a personal vehicle, or an alternative means of transportation are required. This is an FLSA‑exempt position so may require occasional evening or weekend work to meet deadlines or resolve problems. At times this position may be required to work on call to resolve technology issues during the agency’s closed hours. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office.

What you will do!
  • You will maintain and evolve the enterprise data/application resources for the Department of Education, specifically in support of the State School Fund system modernization.
  • Contribute to a mission-driven modernization effort focused on improving educational funding outcomes, not simply replacing technology.
  • Help align policy, finance, and technology solutions to support equitable school funding across Oregon districts.
  • Support a long-term transformation vision that balances legislative requirements with future‑state capabilities.
Typical duties include:
  • Develop, enhance, and maintain ODE applications specifically for the School Support Fund (SSF) that support school funding calculations, allocations, reporting, and fund management processes.
  • Implement new features aligned with modernization initiatives and legislative requirements.
  • Develop interfaces and APIs that integrate ODE systems including SSF with internal and external data sources, ensuring accurate, secure, and timely data exchange.
  • Perform unit testing, code reviews, and defect resolution to maintain system quality, integrity, security, auditability, and compliance with state policies and regulations.
  • Collaborate with program staff, analysts, architects, and project teams to translate funding policy and business requirements into effective technical solutions, while supporting modernization efforts through continuous improvement and technical documentation.
Preferred Skills & Knowledge (Desired Attributes)
  • Cloud Application Modernization and DevOps Experience: Demonstrated experience developing and modernizing applications using Azure cloud technologies, Azure DevOps, YAML‑based CI/CD pipelines, Git, SonarQube, Black Duck, Azure Key Vault, and Microsoft Power Platform/Dataverse.
  • Demonstrated ability to implement secure, automated, and maintainable solutions that support application modernization initiatives.
  • Software Design and System Modernization: Demonstrated experience translating business requirements into technical solutions, including system design, application development, testing, and implementation of modernized software systems using code repository and version control.
  • Data Management, Security, and Quality Assurance: Demonstrated experience developing and supporting applications using Dapper and SQL Server 2019, with responsibility for maintaining data integrity, implementing secure coding practices, and ensuring compliance with security standards.
  • Experience performing testing, debugging, code reviews, and defect resolution to deliver reliable, high‑quality software solutions.
  • Cross‑Functional Technical Collaboration: Demonstrated experience working with Power BI or similar reporting tools and collaborating with technical and business stakeholders, including developers, database administrators, architects, and program staff, to develop solutions, communicate data insights, and resolve complex technical issues.
  • Analytical Problem Solving and Continuous Improvement: Demonstrated experience analyzing system issues, evaluating emerging technologies, and recommending or implementing improvements that enhance application performance, usability, accessibility, or operational efficiency.
  • Technical Communication and Documentation: Demonstrated ability to prepare clear technical documentation, communicate project status and technical concepts to diverse audiences, and manage priorities to meet project deadlines.

Salary: $6,846 - $10,344 ($7,323 - $11,070 PERS)
