Job summary

The City of Phoenix is seeking a skilled Plumbing/Mechanical Inspector II (Industrial/Plans Review) to join the Inspections team within the Planning and Development Department. The role supports the Annual Facilities Program by inspecting commercial projects and reviewing plumbing and mechanical plans to ensure compliance with City Codes.

Ideal candidates possess knowledge of plumbing and mechanical systems, common codes, and the ability to identify defects and recommend remedial actions.

Qualifications

  • Two years of experience inspecting and evaluating plumbing, heating, ventilating, and cooling systems for compliance with approved plans, Phoenix Construction Code and related requirements.
  • Two years at the level of Plumbing/ Mechanical Inspector I.
  • To be eligible for the assignment, the following FOUR certifications are required: One Plumbing Inspector certification (PI or P2); AND One Mechanical Inspector certification (MPE or M2); AND One Plumbing Plan Review certification (PPE or P3); AND One Mechanical Plan Review certification (MPE or M3).

The Planning and Development Department (PDD) guides the physical development of the city by preserving our historic sites, planning what can be built, and ensuring safe construction of buildings and infrastructure. It is a city department of approximately 555 employees across four main Divisions - Management Services, Planning, Historic Preservation, and Development. The Planning and Development Department is seeking a skilled and detail-oriented Plumbing/Mechanical Inspector II*Industrial/Plans Review to join their Inspections team. This Plumbing/Mechanical Inspector II* assignment supports the Annual Facilities Program (AFP), focusing on commercial structural inspections and plan reviews. They will be responsible for inspecting and evaluating new both new and existing construction projects involving plumbing, heating, ventilation, cooling systems, and secondary backflow prevention devices. Their evaluations ensure compliance with City Codes, specific regulations, approved plans, and other standards applicable to non-residential structures. These inspectors exercise technical expertise, sound judgment, and a deep understanding of diverse installation and repair challenges when making decisions.

Opportunity to Underfill at the Plumbing/Mechanical Inspector II level.

Consideration may be given to candidates to underfill as a Plumbing/Mechanical Inspector II. Individuals that do not meet the minimum requirements below for the Plumbing/Mechanical Inspector II*Industrial/Plans Review may qualify for the opportunity to underfill at the Plumbing/Mechanical Inspector I level. Candidates at both levels should apply to this recruitment.

IDEAL CANDIDATE
  • Knowledge of methods and practices used in the installation, maintenance, and repair of diverse plumbing and mechanical systems and equipment.
  • Knowledge of Uniform Plumbing and Mechanical Codes, including associated rules, regulations, and industry standards.
  • Ability to detect possible defects and faults in plumbing and mechanical systems and recommend or stipulate appropriate remedial measures.
Plumbing/Mechanical Inspector II *Industrial/Plans Review

Pay Range and Hiring Range: $40.43 to $54.19 per hour.

Plumbing/Mechanical Inspector II

Pay Range: $36.68 to $49.15 per hour.

Hiring Range: $36.68 to $44.58 per hour.

Minimum Qualifications
Plumbing/Mechanical Inspector II *Industrial/Plans Review
  • Two years of experience inspecting and evaluating plumbing, heating, ventilating, and cooling systems for compliance with approved plans, Phoenix Construction Code and related requirements.
  • Two years at the level of Plumbing/ Mechanical Inspector I.
  • To be eligible for the assignment, the following FOUR certifications are required:

      • ICC Commercial Plumbing Inspector (P2)

  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Plumbing/Mechanical Inspector II
  • Two years of experience inspecting and evaluating plumbing, heating, ventilating, and cooling systems for compliance with approved plans, Phoenix Construction Code and related requirements.
  • Two years at the level of Plumbing/ Mechanical Inspector I.
  • By the end of probation, must possess TWO of the following certifications, one in each of the Plumbing AND Mechanical disciplines:
    • One Plumbing certification
      • IAPMO UPC Residential and Commercial Plumbing Inspector (PI) OR
      • ICC Commercial Plumbing Inspector (P2)
    • AND One Mechanical certification
      • IAPMO UMC Residential and Commercial Mechanical Inspector (MI) OR
      • ICC Commercial Mechanical Inspector (M2)
    • *For Backflow Inspector, must ALSO obtain:
      • ASSE or ABPA Backflow General Tester
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
