Development Services – Inspector I-II (Plans Examiner/Code Compliance)

General Description

The Inspector I shall be qualified and capable of performing basic inspections and related duties to ensure compliance with current County codes and regulations. Works under the direct supervision of the Operations Director or designee. Inspector II performs same work and provides guidance to Inspector I staff.

Essential Duties And Responsibilities

• Inspect buildings during construction to ensure compliance with the building code, other applicable requirements and approved plans and specifications.
• Investigate complaints and make inspections of existing buildings to determine if hazardous or unsafe conditions exist relating to structures and their use.
• Inspect new and existing on-site wastewater systems.
• Inspect new and existing driveways.
• Assist and advise the general public on matters relating to construction and code requirements.
• Process permit applications.
• Review plans and specifications for construction projects to ensure compliance with codes and other applicable regulations.
• Inspect complaints regarding nuisances, land use, and ordinance(s) violations.
• Prepare written reports, issue notices to correct code violations, issue “stop work” notices, testify in court regarding violations.
• Assist and advise owners, contractors, designers, architects and engineers on code and design requirements for any construction project.
• Assist other inspectors with difficult or unusual code requirements for any construction project.
• Prepare and maintain records and reports of plan checking procedures.
• Prepare written reports, documentation and correspondence.
• Obtain and track information in the county’s permit data base, which may be accessed from the office or remotely.
• Support team members and the over-all goals of Development Services.
• May be required to respond to emergency situations.
• Perform other duties as assigned.
• The posting of property for variance and conditional use requests.
• Investigation and follow-up of complaints regarding nuisances and land use violations.

Knowledge, Skills And Abilities

• Knowledge of materials and methods of construction for basic residential projects.
• Familiarity with National Association of Wastewater Technicians (NAWT) standards (or willingness to obtain).
• Basic understanding of local building codes and their legal application.
• Ability to read and interpret code requirements; communicate clearly and tactfully with the public, maintaining professional relationships.
• Capacity to independently recognize, evaluate, and resolve common problems using good judgment; problematic or unusual issues to be escalated to Inspector II.
• Ability to read and interpret simple construction plans and specifications.
• Skill in maintaining accurate records and preparing written reports.
• Physical capability to move safely about construction work sites, climb ladders, crawl under floors, and walk on roofs under supervision.
• Skill in the safe and efficient operation of a motor vehicle.
• Ability to effectively communicate with upset or concerned citizens in a patient, tactful manner.

Nature of Contact with Others

This position requires contact with the general public, contractors, homeowners, developers and other external agencies to exchange information on a daily basis. In addition, individuals will have contact with the employees of the County departments on a regular basis.

Responsibility for property, materials, money, and confidential information

This position is responsible for the equipment used in the performance of the job including telephone, computer, fax, printer, digital camera, copier, and calculator. This position receives/accounts for permit fees and is also responsible for inventory of department office supplies. Confidentiality of information is subject to the Colorado Open Records Act.

Physical Requirements/Work Environment

While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to walk and sit; to use hands and fingers and to reach with hands and arms. The employee is occasionally required to stand. Occasionally, the employee might be required to lift and/or move up to 30lbs. Specific vision abilities required by this job include close vision, color vision, depth perception and the ability to adjust focus. This position may be subject to interruptions, multiple phone calls and inquiries. The noise level in the work environment is moderate.

Inspector I

• Two to three years of experience in a trade or profession directly associated with construction practices (e.g., carpentry, plumbing, electrical).
• Inspection experience or related technical education may substitute.
• Must obtain MHIP and HUD Certifications after hire

Inspector II

• All qualifications of Inspector I
• IBC Building Inspector Certification within one year of employment.
• National Association of Wastewater Technicians (NAWT) Certification (or equivalent) in wastewater system inspection within one year of employment
• Additional preferred specialized certifications including but not limited to fire, stormwater, plumbing, electrical.
