Requires Journeyman license, four years of plumbing/mechanical experience, and ability to work independently.

Qualifications

  • High School Diploma or GED is required.
  • Four years of general plumbing and mechanical experience.
  • Must hold a Journeyman Plumber License (or higher) issued by the Texas State Board of Plumbing Examiners (TSBPE).
  • Valid driver's license with good driving record.
  • Must obtain Plumbing Inspector License issued by TSBPE within probationary period.
  • International Code Council Residential or Commercial Mechanical Certification is a plus.

Responsibilities

  • Inspect plumbing, mechanical, irrigation, and fuel gas equipment and systems on complex projects.

Job Summary

This level Inspector is responsible for very specialized inspection, investigation, and enforcement in four of the specialized functions of plumbing, mechanical, irrigation and fuel gas inspections. The inspector may also be required to perform plan review duties as service levels require. Inspects very complex projects. May be unable to seek advice on difficult technical problems from a supervisor. The Inspector III - Multidisciplinary works independently and is responsible for making decisions requiring technical discretion, sound judgment, and familiarity with specialized problems where the inspector may be the City’s final technical authority.

Overview

The Inspector III - Multidisciplinary provides professional and specialized inspection, investigation, and enforcement of plumbing, mechanical, irrigation, and fuel gas standards, regulations, and codes. Inspects complex projects for plumbing, mechanical, irrigation, and fuel gas systems, provides technical direction, and works independently to identify issues, violations, or specialized problems. The inspector may also be required to perform plan review duties as service levels require.

Essential Functions:
  • Inspects and performs evaluations on plumbing, mechanical, irrigation, and fuel gas equipment including gas and electric furnaces, condensate termination, and venting of carbon monoxide.
  • Investigates alleged violations of federal, state, and local codes, ordinances, and regulations; determines violations and appropriate correction measures; determines and communicates methods to achieve conformance and approves alternate methods for compliance.
  • Issues and drafts notices of violation, citations or closures, conducts follow-up inspections to ensure corrections are made.
  • Provides information to customers regarding codes and other regulatory requirements; serves as a subject matter expert on related regulatory codes.
  • May provide testimony during hearings and trials for prosecution of violators of applicable Dallas City Codes or state and federal regulations.
  • Examines installation and construction work performed by outside contractors and city personnel to enforce compliance with contract specifications and ensure quality control; visits job sites and contractors' place of business to inspect work and materials on hand.
  • Measures quantities of materials used and keeps an accurate record of events to verify contractor's invoice quantities prior to payment; reviews and evaluates all permits for job sites ensuring appropriate dates and information.
  • Reviews plumbing, mechanical, irrigation, and fuel gas construction plans for compliance with the City's plumbing, mechanical, irrigation, and fuel gas projects and makes corrections in design or construction as warranted; inspects work performed at construction sites in a specific trades area, issues red, yellow, or green tags depending on contractor's compliance with code and maintains information on permits issued in assigned area and daily activities.
  • Provides and participates in various training necessary to stay abreast of changing trends in plumbing, mechanical, irrigation, and fuel gas trades and related inspection regulations; gives direction and insight to other contractors and City staff working construction projects.
  • Keeps abreast of new materials used in construction, new repair scams, and changes in relevant codes and ordinances.
  • Writes citations when necessary to correct violations of code or ordinances.
  • Performs all other work as needed or assigned
Knowledge, Skills and Abilities
  • Knowledge of plumbing, mechanical, irrigation, and fuel gas inspection procedures, protocols, and policies.
  • Knowledge of code compliance and enforcement.
  • Ability to conduct thorough inspections.
  • Ability to establish a good rapport and working relationship with federal, state, and local agencies, other city departments, and the general public.
  • Knowledge of human relations and supervision necessary to function as a lead worker.
  • Ability to use power and hand maintenance tools, inspection tools, and precision test equipment.
  • Thorough knowledge of construction methods and techniques.
  • Knowledge of plumbing, mechanical, irrigation, fuel gas, and related expertise.
  • Thorough knowledge of International Plumbing, Mechanical, and Fuel Gas Codes.
  • Require ability to read and interpret plumbing, mechanical, irrigation, and fuel gas construction or installation plans and specifications, depending on assignment.
  • Ability to read, interpret, and apply City codes and ordinances.
  • Communicating effectively verbally and in writing.
  • Establishing and maintaining effective working relationships.
  • Ability to effectively enforce city codes and code-related rules and regulations with firmness, tact, and impartiality.
MINIMUM QUALIFICATIONS
EDUCATION:
  • High School Diploma or GED
EXPERIENCE:
  • Four (4) years of general plumbing and mechanical experience.
LICENSES AND CERTIFICATIONS:
  • Must hold a current Journeyman Plumber License (or higher) issued by the Texas State Board of Plumbing Examiners (TSBPE)
  • Valid driver's license with good driving record
  • Must obtain within probationary period: Plumbing Inspector License issued by Texas State Board of Plumbing Examiners (TSBPE).
PREFERENCE:
  • International Code Council Residential or Commercial Mechanical Certification is a plus.
