Pima Animal Care Center, part of Pima County, seeks an ARK Coordinator to oversee daily care, movement, and placement of animals in neglect and other complex cases. You will supervise ARK staff, coordinate shelter movement, and liaise with internal teams and rescue partners.

When ARK activity is lower, you will strengthen the rescue program by building relationships with local partners and supporting placement for medically vulnerable animals.

Formación

Pima Animal Care Center (PACC) is seeking a detail oriented and results driven candidate to be our first Animal Restoration Kennel (ARK) Coordinator. In this role you will oversee the daily care, movement, and placement of animals involved in neglect, hoarding, and other complex cases. Working closely with Animal Protection Services, this position ensures animals being brought in from large impounds receive individualized medical treatment, behavioral support, and housing while progressing toward a live outcome. The Coordinator supervises ARK animal care staff, coordinates animal movement through the shelter system, and serves as a key liaison with both internal PACC staff as well as external stakeholders, including rescue organizations and donation partners. During periods of lower ARK activity, the position shifts focus to strengthening PACC's rescue program by building relationships with local rescue partners, increasing placement opportunities for medical and behavioral animals, and providing targeted support for animals with placement deadlines. This role is critical to maximizing lifesaving outcomes for some of the shelter's most vulnerable animals. Pima Animal Care Center is open 7 days a week. Nontraditional work hours are required and may include weekends, evenings, and schedule rotations.

Essential Functions

  • Oversees and supports the daily operations of adoption, foster, and/or other placement programs, ensuring effective workflows and positive customer experiences;
  • Provides leadership and front-facing management of placement supervisors and counselors, offering guidance, training, and support to enhance team performance and efficiency;
  • Delivers exceptional customer service across multiple channels by assisting adopters, fosters, and rescue partners with inquiries, matchmaking, and placement guidance;
  • Utilizes data tracking and analytics to assess program performance, identify trends, and develop data-driven strategies to improve placement outcomes;
  • Prepares and presents reports on placement activities, program success, and areas for improvement;
  • Provides specialized animal handling for dogs with varying behavioral backgrounds, utilizing appropriate techniques to ensure safety and assess behavior to support safe placements, addressing the individual needs of each animal;
  • Provides informed placement recommendations for dogs, including those with behavioral or medical challenges, and participates in euthanasia decision discussions by assessing placement options while prioritizing public safety, animal welfare, and shelter capacity;
  • Provides ongoing support and education to fosters and adopters, including resources on animal care, behavior, and integration into homes;
  • Supports the coordination of placement-focused events, including adoption and foster promotions, community engagement events, and off‑site adoption opportunities;
  • Maintains accurate records of animal placements, communications, and interactions in the shelter database to ensure transparency and tracking of outcomes;
  • Assists in the development and implementation of strategies to increase placements, including targeted promotions, marketing campaigns, and community outreach;
  • Collaborates with internal teams, including medical, Animal Protection Services, and shelter operations, to ensure animals are prepared for placement and their needs are met;
  • Ensures compliance with shelter policies and procedures, including safety protocols and personnel responsibilities.
Minimum Qualifications
  • Bachelor's degree from an accredited college or university with a major in public or business administration or a field closely related to the program area, as determined by the appointing authority AND two years of progressively responsible program administration experience or experience directly related to the nature of the program. (Relevant professional level experience and/or education from an accredited college or university may be substituted.)
  • Three years of experience with Pima County as an Animal Care Technician or Animal Care Field Officer
  • One year as an Animal Care Placement Supervisor

Preferred Qualifications
  • Minimum one (1) year experience working with animal behavior.
  • Minimum two (2) years experience in a leadership position or program/project management.
  • Experience working or volunteering with medically vulnerable animals in an animal care setting.
Selection Procedure

Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates

Valid driver license is required at time of application.ValidAZdriver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record. Access to a registered/insured vehicle for business travel is required (business mileage reimbursed) at time of appointment.

Special Notice Items

The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County. This position will require a post-job offer physical and drug screen.
