The Analyst III serves as a subject matter expert responsible for the coordination of highly complex and sensitive assignments related to regional center services, service provider qualifications, service payment methodologies, and the federal funding sources, including Medicaid, that finance the Intellectual and Developmental Disabilities service delivery system. This position independently oversees a variety of program development and fiscal support projects in support of the Department's Medicaid Waivers and State Plan Amendments, and of variousDepartment of Developmental Services (Department)modernization efforts, in an area where established precedent is frequently limited and duties require advanced judgment and original analytical approaches. Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the PersonalLeave.

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbentcan be requiredto report to the office, or any designated location at any time. Telework agreements can bemodifiedand/or cancelled at any time.All commute expenses to the reporting location will be the responsibility of the selected candidate.
Pursuant toCalifornia Government Code requirements, candidates must be residents of the State of California at the time of appointment.

Work is performed in an open spaced, partitioned office environment. Occasional travel may be required.

The California Department of Developmental Services (Department) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.
These disabilities include intellectual disability, cerebral palsy, epilepsy, autismand related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.
The Statement of Qualifications (SOQ) must be numbered in the same order as the following areas, typed in 12-point Arial font, single spaced, and be no more than two pages in length. Applicants whofail toanswer the questions orsubmitan SOQmaynot be considered.
1. Describe your experience analyzing complex program or policy issues involving federalorstaterequirements.Providean example of how you researched the issue, developed recommendations, and communicated your findings to management.
2. Describe your experience coordinating a complex modernization, policy, or process-improvement project involving multiple stakeholders. Explain how you addressed challenges, communicated technical information, and supported successful implementation.

Knowledge of: the California developmental disabilities system and the service supports and needs of consumers; rate structures, provider qualifications, and Medicaid and Home and Community-Based Services funding requirements as related to the developmental disabilities system; state budgeting policies and procedures; principles, problems, and procedures of program planning, public administration, and the legislative process; principles and trends of organization and management; planning, implementation, monitoring, and evaluation methodology; and research techniques.
Ability to: Analyze legislation, identify concerns, and make recommendations to management; recognize and evaluate emerging trends; pl an, develop, and coordinate program activities; design, implement, and evaluate programs and projects; recommend standards, policies, and procedures; analyze quantitative and qualitative data; analyze sensitive and controversial situations and communicate them effectively; evaluate the work of others in accomplishing complex tasks; and effectively communicate difficult technical concepts;develop and maintain cooperative and constructive working relationships with other agencies, program partners, and Department staff; work with professional personnel in the field relating to coordinating and developing services for persons with developmental needs; analyze situations accurately and take effective action; develop Excel worksheets with calculations and formulae, linked data within workbooks, and graphs and charts displaying statistical information; communicate effectively; reason logically and creatively; analyze data and present ideas and information effectively; review and edit written reports; and establish and maintain project priorities.
