Job summary

The California Department of Developmental Services is seeking an Analyst II to perform consultative and analytical work in asset management and to serve as the FI$Cal Super User for the department.

The role involves supervising asset maintenance, statewide inventories, audits, reconciliations, and liaising with staff and the Department of General Services to ensure proper approval and disposition of surplus assets.

Job Description And Duties

The position performs a variety of consultative and analytical assignments in the areas of asset management and serves as the Financial Information System for California (FI$Cal), Super User, for the Department of Developmental Services (Department), overseeing the maintenance and management of personal property assets, conducting statewide physical inventories, audit purchased assets, reconciling inventory counts, and maintaining effective communication with staff at all departmental facilities and the Department of General Services (DGS), to ensure proper approval and disposition of surplus assets. In addition, this position supports Business Services functions for the department. The Analyst II independently manages the most complex, technical, and sensitive assignments and requests while demonstrating professionalism, respect, tact, understanding, and excellent customer service.

Effective July 1, 2025, State employees are subject to a salary reduction of three percent in exchange for five hours per month of the Personal Leave.

Working Conditions

Under Government Code 14200, this position is a hybrid, in-office/telework position, and may be subject to change. Incumbent can be required to report to the office, or any designated location at any time. Telework agreements can be modified and/or cancelled at any time. Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment. All commute expenses to the reporting location will be the responsibility of the selected candidate.

This position requires lawful authorization to work in the United States. The Department does not sponsor employment visas for this position.

Work is performed in an open-spaced partitioned office environment. Incumbent sits for extended periods of time while using a computer in meetings, and/or reviewing documents and work papers. Travel may be required to Developmental Centers throughout California, 10 to 15 percent of the time. Overnight stay may be required depending on the location and assignment. May occasionally lift items up to 25 pounds.

Department Information

The California Department of Developmental Services (Department) is the agency through which the State of California provides services and supports to individuals with developmental disabilities.

These disabilities include intellectual disability, cerebral palsy, epilepsy, autism and related conditions. Services are provided through state-operated developmental centers and community facilities, and contracts with 21 nonprofit regional centers. The regional centers serve as a local resource to help find and access the services and supports available to individuals with developmental disabilities and their families.

Special Requirements

The Statement of Qualifications (SOQ) must be numbered in the same order as the following areas, typed in 12-point Arial font, single spaced, and be no more than two pages in length. Applicants who fail to answer the questions or submit an SOQ may not be considered.

  • Describe how your fiscal experience prepares you to manage the full lifecycle of assets in FI$Cal, from creation through disposition. Include an example demonstrating your experience with asset setup, fiscal tracking or auditing, correcting asset record errors, retiring assets, and identifying the root cause of erroneous asset entries
  • Describe a time you developed or used advanced Excel tools, such as pivot tables, formulas, or complex trackers to support fiscal or Business Services operations. Briefly explain how your analytical work improved accuracy, identified issues, or strengthened a workflow or program.
