Work is in-office at ASH-Atascadero with a 12-month limited-term full-time appointment. You will coordinate purchasing, evaluate bids, and prepare contract documentation in accordance with state policies.

Job Description And Duties

The Analyst I- General Services will be directed by the General Services Administrator I in General Services at the Department of State Hospitals – Atascadero (ASH). The incumbent will be responsible for the following duties but not limited to:

• Coordinate Procurement of Goods, Equipment, and Services.
• Research and interpret procurement methods, assisting administration with the planning process to purchase goods and equipment meeting all federal and state statutes, along with Department of General Services policies and procedures.
• Provide consultation and recommendations to department heads, designees, regarding actual and potential procurement related problems, advising appropriate action for problem resolution based on the State Contracting Manuals and other governing agency materials.
• Generate and amend purchase orders (PO), purchase estimates, interagency purchase orders, sub-purchase orders and printing requisitions to procure goods necessary for DSH- Atascadero operations.
• Oversee the Functioning of Communications Department.
• Contract Evaluation, Planning, Consultation, Analysis, and Development.
• Prepare contract documentation including, but not limited to, Invitation for Bids, Scope of Work, licenses, insurance certifications, reference letters, and Certified Small Business and Disabled Veteran Business Enterprise Participation Goals Documentation for adherence to regulations.
• Evaluate and determine validity of all bidding and supporting documentation submitted by vendors.
• Assist the Department in Other Areas, including Technical Assistance, Training and Reporting Requirements.
