Job Description

This job posting may be used to fill multiple positions. Limited Duration: These are full-time, limited-duration positions that are expected to last through June 30, 2027, at the latest. If you are a current Oregon Judicial Department (OJD) regular status employee, acceptance of a limited-duration status position does not change your status to limited duration (although probationary status may still apply). Who We Are

The Court Programs Division (CPD) is part of the Office of the State Court Administrator (OSCA) within OJD. CPD develops, implements, and evaluates programs for statewide application in the courts and for use by the public and government stakeholders. Programs are aimed at providing consistent and accurate information and tools to help navigate the court system, improving effectiveness and timeliness in the operating procedures of the courts, and supporting access to justice by eliminating barriers. CPD is responsible for strategic planning, data analysis and application, and performing high-level liaison work to develop policies and procedures to implement laws affecting court operations statewide. Position Highlights


  • We are hiring two Legislative Analysts in the Analyst 2 job profile to join our team in Salem, Oregon.

  • In this role, you will support CPD staff during the 2027 legislative session by performing technical, administrative, analytical, coordinative, and advisory tasks.

  • You will be a member of OSCA’s legislative team and a member of smaller subject matter legislative teams.

  • You will work closely with OSCA staff in the Executive Services Division, the Business and Fiscal Services Division, and the Enterprise Technology Services Division.

  • You will review, summarize, and analyze legislative concepts and bills introduced during session.

  • You will track legislation, including related bill amendments and public testimony, and monitor legislative hearings and actions.

  • You will also perform policy research as directed, which may include reviewing relevant statutes and legislative proposals outside of Oregon.

  • Additionally, you will help prepare fiscal impact statements on behalf of OJD for submission to the Legislative Fiscal Office.

  • In doing this work, you will summarize and synthesize legislation that can be lengthy and technical in nature.

  • You will also help colleagues develop, organize, and edit a variety of legislative materials.

  • You will attend multiple legislative team meetings per week, some of which may be in person in Salem, and will help with other legislative projects as needed.

  • Assigned tasks may be changed to accommodate workload and organizational needs.


Minimum Qualifications


  • The qualified candidates must possess a bachelor’s degree in business, court administration, public administration, or a related field.

  • AND Two (2) years of increasingly responsible professional-level experience that typically supports the knowledge, skills, and abilities required for the position.

  • OR Any combination of education and experience equivalent to six (6) years of experience that typically supports the knowledge, skills, and abilities for the position.

  • Note: Professional-level experience is defined as: The ability to use independent judgment and discretion in performing work duties. A level of specialized knowledge in the field of work with some authority for independent decision‑making. In-depth work requirements, such as data gathering, analysis and interpretation. Interaction with a broad range of individuals. Individual accountability for results.

  • Experience managing a workload that can be heavy at times, when work is assigned by multiple people, all while ensuring deadlines are met.

  • Experience using a computer to perform legal or policy research, analyze information, and perform a variety of tasks.

  • Experience communicating moderate-to‑complex information to a variety of audiences for the purpose of information sharing.

  • Skill in writing and reviewing documents for accuracy, content, grammar, and punctuation.

  • Experience analyzing state and federal laws and regulations.

  • Knowledge of the legislative process is preferred but not required.

  • Experience in the legislative process is preferred but not required.

  • A juris doctorate degree is preferred but not required.


Working Conditions

These are full‑time, limited‑duration positions, and the work schedule currently is 8:00 a.m. to 5:00 p.m. Monday through Friday. These positions are eligible for overtime compensation for hours worked in excess of 40 per workweek. Occasional after‑hours or overtime work, including weekend and holiday work, is anticipated; the frequency of overtime varies with the timing of the legislative cycle. Hybrid work may be available for these positions. All hybrid work assignments begin, end, and change only with administrative authority approval. In‑person meetings and in‑person attendance for legislative meetings, training sessions, and other office events may be required, regardless of any prior‑approved and scheduled remote workdays. Occasional daytime and overnight travel may be required. Frequent phone and in‑person contact with people from diverse backgrounds. These positions periodically speak in front of people. Working routinely and daily with judges, court leadership, division representatives, attorneys, agency representatives, and the public. These positions plan, organize, and prioritize work demands daily in a limited time frame. Long periods of sitting while working at a computer. Periodically lifting up to 50 pounds. Must use and be familiar, experienced, and comfortable with using a full array of current technology tools and office software programs for accessing and doing work and research, and for communications on and off the work site. Regular use of the following equipment: telephone, OJD‑assigned computer with multiple monitors and various software programs, copy machine, fax machine, and scanner.
