Job description

Airport Fleet Services Manager

The Airport Fleet Services Manager oversees the operation, maintenance, and lifecycle management of the Port of Portland’s full portfolio of equipment and vehicles. In this leadership role, the manager directs the fleet maintenance shop, supervises administrative staff and represented mechanics, ensures regulatory compliance, and implements best practices for vehicle reliability, safety, and cost‑efficiency while expanding alternative fuel technology to meet sustainability goals.

Key Responsibilities
  • Manage the vehicle maintenance team, including a Maintenance Planner and craft journeymen, providing supervision, coaching, and approving work plans and schedules.
  • Develop and implement work processes that support world‑class maintenance and the Aviation Business Plan.
  • Oversee daily fleet operations: scheduling, dispatching, preventive maintenance, and tracking maintenance events, labor hours, and parts usage.
  • Monitor fleet health using telematics and GPS data for diagnostics, mileage, and location.
  • Prepare vehicle specifications, perform life‑cycle cost analyses, and inform procurement decisions including lease versus buy options and vehicle selection.
  • Lead capital projects: develop work scope and justifications, negotiate contracts, act as project manager ensuring compliance with legal requirements and Port policies, commission new equipment, and close out contracts and project documents.
Minimum Qualifications
  • Bachelor’s degree in Logistics, Transportation, Business Administration, or a related field (or equivalent experience).
  • Five (5) or more years of experience managing the maintenance, repair, and overhaul of vehicles and equipment.
  • Experience managing a large, diversified fleet (300+ vehicles or heavy equipment) including emergency‑type vehicles.
  • Experience managing large fleet procurement and replacement programs.
  • Preferred certification in CAFM or CPFP.
  • Successful clearance of a pre‑employment background check.
  • Valid driver’s license and MVR clearance.
  • Drug‑screen clearance.
Knowledge, Skills & Abilities
  • Advanced experience in vehicle lifecycle management and preventive maintenance practices.
  • Advanced knowledge of large, complex fleet operations and equipment maintenance.
  • Advanced knowledge of DOT compliance requirements.
  • Proficiency in standard procurement theory, principles, and practices.
