Job summary

Serco Inc. in Bend, Oregon, seeks an Air Traffic Manager to lead startup and ongoing operations of a new Federal Contract Tower, coordinating with FAA and airport partners during early phases. You will shape staffing, training, and procedures to establish a safe, compliant operational culture.

The role requires extensive ATC expertise, supervisory background, and a CTO rating, with U.S. citizenship and pre-employment clearances. Serco supports professional development and safety excellence.

Qualifications

• US Citizenship required
• An FAA Second Class Medical Certificate required
• Minimum 5 years’ experience as an air traffic controller with at least 3 years supervisory experience preferred
• CTO rating and 6 months of practical experience per 14 CFR Part 65.39 required (Credential with Tower Rating accepted)
• Eligibility to work for Serco under Federal Immigration Laws

Responsibilities

• Supervise air traffic control tower personnel
• Support facility readiness and transition activities for a new FCT
• Manage controller training requirements and certification progress
• Manage quality and safety programs
• Complete and submit recurring reports
• Complete/support compliance verification audits
• Review facility directives for compliance
• Collaborate with FAA management, airport personnel and the public
• Foster a strong safety culture and professional team environment
• Provide on-the-job training instructor duties as required
